Clemson University seeks experienced supplier to provide Heavy Lift Equipment & Services as outlined in the attached Specifications or Scope of Work under "Attachments" section. All submissions must be made online. No red lines to the contract will be accepted during the submission process. If there are terms you cannot agree to or wish to have changed you must request that by submitting a question or request for modification to the scope to the Procurement Officer during the Deadlines for Question process and Clemson will consider changes. However, to ensure all Offerors offer the same scope, red lines or caveats included in your submission may make your offer non-responsive and not able to be considered. In order to submit an offer, you must first register/login to Clemson Bidding at https://clemson.ionwave.net/VendorRegistration.aspx. I. SCOPE OF SOLICITATION
Clemson University seeks a contract for heavy li� services, transport services, rigging, li� and
maintenance equipment rentals, logis�cal planning, and consul�ng at the Clemson University
Restora�on Ins�tute (CURI). Services will be provided per job using the condi�ons and
requirements described herein.
The ini�al term of this agreement shall be one (1) year from the effec�ve date as stated on the
award document. At the end of the ini�al term, and at the end of each renewal term, this
contract will automa�cally renew for one year unless the Contractor(s) receives no�ce that
Clemson University elects not to renew the contract at least ninety (90) days prior to the date of
renewal. Renewals may be less than, but will not exceed four (4) addi�onal one (1) year period.
The maximum expira�on date for this contract will be no later than five (5) years from the ini�al
start date as shown on the original statement of award.
The failure of a specific bidder to receive business once added to the awarded Offeror’s list, will
not be grounds for a contract controversy under Sec�on 11-35-4230 of the South Carolina
Procurement Code. Clemson University makes no guaranteed minimum amount of purchase or
future business.
Clemson University’s remote loca�ons throughout the State of South Carolina are not obligated
to use services under this contract, although they may choose to do so if agreed upon by the
Offeror and the remote loca�ons.
II. INSTRUCTIONS TO OFFERORS
Regardless of the specific requirements below or in this document, Offerors must submit bids
electronically through the Clemson University online bidding system. To do so, offerors must
login (registering first) at htps://clemson.ionwave.net/login, and follow specific instruc�ons for
this solicita�on. Offerors should register several days before the bid closing date to be approved
and allow �me to submit a response.
A. The successful offerors shall provide sa�sfactory evidence of all required insurance
coverage and licenses PRIOR TO PERFORMANCE.
B. Please follow submital requirements outlined in the Bid Atributes in the online bidding
system for breakdown of proposals and number of copies that must be submited.
C. Be sure to see the Event Ac�vi�es in the online bidding system for details on deadline
for ques�ons and/or pre-bid mee�ngs.

1. Deadline for Ques�ons
Ques�ons shall be submited in the online bidding system under the Ques�ons tab
by the date and �me listed herein. Answers will be published as an addendum to this
bid following the deadline date. All offerors are charged with a duty to inquire.
Submi�ng an offer represents that the Offeror has read and understands the
solicita�on and that the offer complies with the solicita�on. Offerors are expected to
examine the solicita�on thoroughly and should request an explana�on of
ambigui�es, discrepancies, errors, omissions, or conflic�ng statements. Failure to do
so will be at the Offeror’s risk.
III. SCOPE OF WORK / SPECIFICATIONS
A. Background
1. Clemson University has several buildings on its campus in North Charleston, SC. The
CURI campus is home to the Dominion Energy Innova�on Center, the Zucker Family
Graduate Educa�on Center, and the Warren Lasch Conserva�on Center. The campus
supports an educa�onal mission and cri�cal tes�ng of next-genera�on off-shore
wind turbines and electrical equipment for the u�lity industry. The primary tes�ng
opera�ons are housed within the Energy Innova�on Center (Building 69) at the
Charleston Naval Complex. The one-of-a-kind facility is part of the 26-acre Clemson
University Restora�on Ins�tute energy systems campus. Constructed in 1988 for use
by the U.S. Navy, Building 69 is an 82,264-SF facility located on a brownfield site
adjacent to the Cooper River. It once served as a storage warehouse for non-
hazardous materials before being decommissioned in 1995. In order to bring the
unoccupied building up to current code and structural requirements, extensive
building modifica�ons and enhancements were completed.
2. The project included a complete renova�on and equipment integra�on of the test
building, test equipment, and site infrastructure. The facility includes two
independent test rigs equipped with motor and gearbox drive systems with blade
force simula�on capabili�es. At 15 megawats, Rig #1 can apply dynamic loads to the
main sha� of the specimen drivetrain, replica�ng forces and moments along three
orthogonal axes, thereby simula�ng actual blade forces experienced in the field. A
125-ton crane capability installed in a new building extension supports the
opera�ons of this rig. This large rig and crane installa�on requires a 60 � roof to
provide the necessary clearances. At 7.5 megawats, Rig #2 can apply sta�c off-axis
loads to the main sha� of the specimen drivetrain, replica�ng forces and moments
without dynamic components. A 100-ton capacity crane system supports Rig #2
equipment movements. Both pla�orms are interconnected to a 15 MW hardware in
the loop electric grid simulator. Each test stand can operate independently from the
other, and the electrical grid simulator can operate independently from either
mechanical test stand. Furthermore, the electric grid simulator por�on of the facility
is installed in a flexible configura�on that enables it to be subdivided into three
separate electrical test grids (two at a 3.75 MW level and one at 7.5 MW). Therefore,

mul�ple configura�ons are possible for both dependent and independent opera�ons
of the test stands.
3. The facility has been opera�onal for over ten years. As test ar�cles move in and out
of the facility, integra�ng significant industrial-sized electrical, hydraulic, and cooling
systems into the building is required for each test. Integra�ng these test ar�cles and
associated equipment requires significant equipment movements during final
assembly with components of over 100 tons, while con�nued opera�on will require
con�nual assistance for moves and equipment of test ar�cles and supplies. All
large/heavy moves within the facility will be performed using these contracts.
B. General Descrip�on of the Services
1. Contractor(s) shall provide rigging and heavy li� services, transport services, li� and
maintenance equipment rentals, and/or logis�cal planning and consul�ng services to
Clemson University on a per-job basis using the condi�ons and requirements
described herein.
C. Capabili�es and Qualifica�ons
1. In 6., a., Lot Descrip�ons sec�on below, is a sampling of poten�al future tasks and
required capabili�es that may be requested per this scope, by lot. Offeror(s) must
have exper�se and experience in providing quality work for each lot they wish to bid.
The services may include the use of Clemson-owned equipment as well as
Contractor(s) equipment. Clemson will ensure that Clemson University equipment is
qualified and cer�fied as necessary by law.
2. All work performed must meet widely accepted industry standards and prac�ces and
is subject to verifica�on of those standards and prac�ces by Clemson University or its
designated agent prior to acceptance. This specifically includes qualified/cer�fied
operators where needed. Offerors must be prepared to provide evidence of
cer�fica�on and qualifica�on programs and processes within 24 hours of request.
3. Contractor(s) shall provide and pay for all materials, tools, equipment, labor and
professional and non-professional services, perform all other acts, and supply all
other necessary things to perform and complete the work fully.
4. Contractor(s) shall provide all personnel, administra�ve services, materials,
transporta�on, technical support, tools, and equipment for the day-to-day ac�vi�es
consistent with providing Clemson University rigging, li�ing, and logis�cal services.
5. It is an�cipated that most work will occur at the CURI facility in North Charleston, SC;
however, services may be required in the nearby port region.
6. The Contractor’s work performance shall comply with applicable federal, state, and
local laws, rules, and regula�ons. The Contractor(s) shall give required no�ces,

procure necessary governmental licenses and inspec�ons, and pay without burden
to Clemson University all fees and costs in connec�on therewith unless specifically
provided otherwise. In the event of a viola�on, the Contractor(s) shall pay all fees
and penal�es, including atorney’s fees and other defense costs and expenses in
connec�on herewith.
7. It is expected that the Contractor(s) will provide all services as described herein. Sub-
contrac�ng work under this contract will generally not be allowed. In rare cases
where it is unavoidable, the Contractor(s) must submit a detailed request to the
Clemson designee and receive approval prior to performance.
a) Lot Descrip�ons
1) Lot 1-Heavy Li�: Provide the equipment and personnel to plan and perform a
required heavy li�, generally considered as over a 10-ton li�. Such a li� might
include various equipment, including cranes, gantries, jacks, slides, supports,
and rigging. Typical li�s will be in the 20 to 50-ton range, but li�s up to 150
ton are possible. Some items requiring li� or movement may be as large as
30� by 30 �. An inventory of available equipment including transport and
setup requirements may be requested of poten�al awardees prior to award.
A rigging foreman or qualified engineer must be in charge and have a Riggers
Qualifica�on Card. Quality and safety processes should be acknowledged and
presented. Temporary/warehousing storage capabili�es must be available
when/if required.
2) Lot 2-Rigging Services: Ability to supply and implement rigging equipment
necessary to support any li� or movement within the facility. This lot
includes small li�s (less than 10 tons) as well as heavy li� requirements. A
rigging foreman must be in charge, and they must have a Riggers
Qualifica�on Card. Quality and safety processes should be acknowledged
and presented.
3) Lot 3-Engineered Li� Services: Ability to engineer a complex or heavy li�.
These services may or may not involve supplying equipment. These services
will be used to plan, price, schedule, and manage mul�ple li� and transport
issues that may be required. Contractor(s) must supply a li� plan or work
plan, which will be reviewed and authorized by Clemson and any other
par�es deemed necessary before work can commence. The job may include
the design and fabrica�on oversight of specialized li� equipment and
specialized fixtures. The ability to perform a job hazard analysis is required.
Available tools, modeling, and analysis capabili�es should be demonstrated.
Quality and safety processes should be acknowledged and presented.
4) Lot 4-Equipment Rental: There will be a wide variety of logis�cal and
fabrica�on equipment necessary for the opera�on of the facility. This

includes forkli�s, aerial li�s and pla�orms, scissor li�s, cranes of various
configura�ons, and accessories for this equipment. Other general-purpose
tools and equipment such as generators, special-purpose drills, HVAC
equipment and fans, and other industrial items may be required. Both long-
term and short-term needs must be addressed, although the primary focus
is on short-term supply. Most equipment will be used inside a cer�fied
tes�ng facility under light duty.
5) Lot 5-Transport Services: Ability to provide transport equipment and
services as necessary to move equipment both on the campus and around
the port region. Equipment descrip�ons should be provided, including
manufacturer, capacity, and ground pressure per wheelset. Quality and
safety processes should be acknowledged and presented.
IV. TERMS AND CONDITIONS SPECIAL
A. This scope of work is for an indefinite delivery of indefinite quan�ty arrangement with
billing required for �me and materials on future tasks of the nature described in this
document, which will be specifically defined on a case-by-case project basis. There will
be five (5) different lots of services to be procured. Offerors may bid on as many or as
few lots as they choose. Clemson University reserves the right to award up to four
Offerors per lot.
B. Clemson University intends to award lots based on low cost. Should more than four
responsive and responsible offerors bid on any one lot, awards will be made as is
advantageous to Clemson University. The following will be the basis of the evalua�on for
the most advantageous offer:
1. The Offeror’s relevant experience directly pertaining to the described work.
2. Equipment or services provided that best align with the described needs.
3. Cost
C. Future Award Process: All future project requests will be provided to Contractor(s) with
detailed work specifica�ons. During the term(s) of this contract, as work is iden�fied and
as a contractor(s) is required, Clemson will ask the Contractor(s) of the corresponding
lot(s) to provide a quote (based on the rates provided in the Bidding Schedule). Clemson
will assign the individual work to the Contractor(s), providing the most advantageous
quote (based on cost and project schedule). Occasionally, Clemson may have
projects/work that will not exceed $10,000. For these instances, at their sole discre�on,
Clemson may choose not to offer the work to all Contractors but rather choose a
Contractor(s) based on the immediate need.
V. BIDDING SCHEDULE
Offerors must complete the Bidding Schedule located under the Atachments tab in the
online bidding system and include it with their bid submission. Failure to do so may
result in the rejec�on of the bid.
