Please incorporate answers to offerors questions for clarification purposes as indicated below.
1. What is the maximum capacity of the vehicles required for this service?
ANSWER: 28 seated. 38 standing. We typically utilize the seating capacity but on very heavy nights, like Sundays, we will up the capacity to the standing limit to improve operations.
2. Is Clemson’s fleet homogenous from a capacity perspective?
ANSWER: No. This service is typically operated with 14 pax buses with at least one 24 pax available during the peak operating hours. The possible fleet used for this service is as follows:
13 pax w/ ADA lift (no standing) – 2 buses
14 pax w/ ADA lift (no standing) – 6 buses
14 pax w/out ADA (no standing) – 4 buses
24 pax w/out ADA (34 with standing) – 6 buses
28 pax w/out ADA (38 with standing) – 2 buses
3. How does the University differentiate Walk-On Riders vs. A +1 from a request?
ANSWER: A walk-on rider is a person/group who approaches the bus but is not on the next pick-up instruction to the driver. This frequently happens when additional students park in a resident lot and approach the bus during an assigned pick up. If the additional student(s) are going to the bus’s next location, they are loaded on the bus as walk-on. If those students do have an active request, they are asked to cancel their existing request to avoid another bus being assigned their request.
A +1 request means that a student has entered a request into the ride request system and there are two of them traveling…the person who requested plus one additional person. This allows group requests to be submitted rather than every individual person needing to submit a request and overwhelm the system.
4. Do you want the driver to add the information for a walk on via a tablet, or use the application to add someone as a Walk-on?
ANSWER: Any interactions/functions the driver must perform shall be performed on the tablet.
I am not clear as to what is meant by “via a tablet: or “use the application”. Is the application not running on the tablet?
5. When does the University intend to go-live after the award of this RFP?
ANSWER: May 15, 2024
6. Is the Mobile ID a QR code, a Barcode, or a visual ID confirmation?
a. How is the Mobile ID confirmed by the driver?
i. RFID/NFC/Barcode/QR
ANSWER: The Mobile CUID is loaded into the phone’s wallet and uses NFC technology to be read. Page 20 address the mobile ID.
Mobile IDs are not used unless a confirmation of identity is needed by the driver based on rider abuse. It is not used to board or disembark the vehicle.
7. What type of vehicles does Clemson University
ANSWER: Clemson University uses Ford E350 or E450 chassis with a cutaway bus body with bus doors.
This service is typically operated with 14 pax buses with at least one 24 pax available during the peak operating hours. The possible fleet used for this service is as follows:
13 pax w/ ADA lift – 2 buses
14 pax w/ ADA lift – 6 buses
14 pax w/out ADA – 4 buses
24 pax w/out ADA – 6 buses
28 pax w/out ADA – 2 buses
8. Do all vehicles have bikeracks?
ANSWER: At this time, no buses have bike racks. We are working to equip most to all the vehicles with bike racks in the next year.
9. Does Clemson have a dispatcher available at all times?
ANSWER: No. Dispatch is available Sunday through Thursday from 6 p.m. to 11 p.m. Late evenings and Friday and Saturday typically do not have a dispatcher and we rely on the automated dispatching function to manage the load.
10. What is the anticipated budget for this RFP?
ANSWER: Whatever is the right amount to get the correct solution for Clemson University.
