The Town of Westerly/Westerly Schools (Town), Westerly, RI, acting through its Purchasing
Agent, is hereby soliciting sealed bids for the above referenced RFQ and you are hereby
invited to submit a Proposal for the Scope of Work described in this Request for Quotation,
in strict accordance with the Bid Documents.
TERMS AND CONDITIONS
Bids shall be based on the Terms and Conditions as referenced in this Request for
Quotation.
BID DUE DATE/SUBMITTING INSTRUCTIONS
BIDS ARE DUE and MUST BE SUBMITTED on the attached BID FORM, Attachments B, NO LATER THAN
2:00 p.m., April 10, 2024. A Bid submitted on other than the attached BID BREAKDOWN FORM may
be rejected. Envelopes containing bids must be sealed and addressed to the undersigned, at the
Purchasing Department 2nd Floor office, Westerly Town Hall, 45 Broad St., Westerly, RI 02891 and
must be clearly marked with the Name and Address of Bidder, Bid Due Date and Time, and RFQ
Number and Title. Bidders must include one original, and a Digital (soft) copy on CD or flash drive
of the Bid as defined in the Instruction to Bidders.
BIDDER’S QUESTIONS
Questions r e g ar d i n g this solicitation must be emailed and received by the Purchasing
Agent at ecardillo@westerlyri.gov no later than 12:00PM on April 2, 2024, in a Microsoft
Word attachment with the corresponding solicitation number. Questions, if any, and
responses will be posted on the Town of Westerly website at www.westerlyri.gov as an
addendum to this solicitation. Bidders are responsible for checking the Town’s website for
all addenda distributed in response to questions and requests for additional information.
SPECIAL INSTRUCTIONS TO BIDDERS
1. Bidder must submit a copy of their resume at time of bid.
2. Bidder must submit a copy of their current Certificate of Insurance, if they do not meet
or exceed the insurance requirements listed in this RFQ.
3. Bidder shall base the Proposal on providing all materials and equipment, FOB jobsite.
4. Quotes must be firm for a minimum of 120 days from date of submission.
5. Bid Completeness - Pricing submitted on this project must be an all-inclusive price.
The intent of an all-inclusive Price is such that no Adds or Change Orders will be
necessary.
6. If the Bidder submits a supporting/additional document with their bid, that document
must include page numbers.

7. Selection Criteria While the fee/costs will be discussed and considered during the
review process, cost alone will not drive the selection decision.
8. This project is Tax exempt for Rhode Island Sales Tax and Federal Excise Taxes.

SCOPE OF WORK
ELECTRICAL INSPECTOR
RFQ 25-07
SCOPE OF WORK
The Town of Westerly, Code Enforcement Department, acting through its Purchasing Agent is hereby
soliciting sealed Request for Quotations from individuals for an Electrical Inspector. Such person shall hold
trade disciplines as described below Sealed RFQs are due at the Office of the Purchasing Agent, Town
Hall, 45 Broad Street, Westerly, RI 02891 no later than 2:00 p.m. on April 10, 2024, to be opened publicly.
The Town of Westerly does not discriminate on the basis of age, race, religion, national origin, color or
disability in accordance with applicable laws and regulations. Individuals requesting interpreter services
for the hearing impaired or other individuals requiring special accommodations should call 348-2500 or
596-2022 (v/tdd) 72 hours in advance of the hearing date.
The contract for the position is for three (3) years with two (2) additional 12-month extensions, at the
discretion of the Town, contingent upon available funding. The contract is estimated to start on
July 1, 2024 upon award.
The Town is seeking qualifications for the position description(s) outlined below.
Position: Job Description: The Electrical Inspector shall be responsible for the timely inspection of
all temporary services, interior wiring, and permanent service installations in all new construction,
alterations, or renovations to ensure compliance with State Code. This may include trenches,
interior wiring, and exterior wiring. Also performs inspections for business licenses as required by
State Law. Must use the Town’s E-Permitting System for all inspections. Will be required to
coordinate with the Building Official and Building Department Staff regarding inspections questions
and updates.
Qualifications and Skills: Pursuant to§ 23-27.3-107.1.1 of Rhode Island State Building Code,
the electrical inspector shall have a minimum of five (5) years’ experience and a Rhode Island
Class A or Class B Electrician's license. The ability to review electrical plans is preferred. Must
have passed the State of Rhode Island inspector's course and is approved as an inspector in
such discipline and keep license current and attend required courses for recertification. Must
have valid driver license with mode of transportation and valid insurance. Must possess
computer skills as the Town uses the E-Permitting system for notification, review, documentation
and issue of electrical permits.
NOTE: Electrical Inspector will be required to have, maintain and use their own web-
enable device to access the E-Permit System.
Essential Functions: The Electrical Inspector shall review applications for electric permits for Code
Compliance on a daily basis through the E-Permit system, as well as dealing with the public for
questions and project related topics. Inspections are done daily and within a maximum of 48 hours

of a request. Inspections will be documented through the E-Permit system. Work in conjunction with
the local Fire Departments in determining alarm system requirements of buildings.
Physical Demands: This position requires the ability to navigate construction sites which may
contain construction debris, rough grading, and boulders. Inclement weather including
rain, snow, and ice may cause jobsites to become muddy or slippery. The ability to climb ladders or
use planks to gain access of the building may be required. Basement crawl spaces and access
holes to attics or confined spaces may need to be inspected as well.
MILESTONE SCHEDULE DATES
The Successful Bidder agrees to perform the described Work in accordance with the following schedule:
Approximate Work Start Date: July 1, 2024
Approximate Work Completion Date: June 30, 2027
Note: Contract may be extended for an additional two, one-year periods, if approved by the Town.
These are approximate milestone dates and may be adjusted by the Town/Schools to meet the overall project
requirements. Additional charges from the successful bidder, for any adjustments, prior to completion of the
work, will not be allowed.
The Bidders shall be aware that meeting the above completion date milestones may require extended work
days, Saturday work, and multiple crews and expedited procurement of materials. All of these work
requirements shall be considered within the base bid price.
