Notes:
The City of Davenport Iowa is accepting bids from qualified vendors to perform
boiler and chiller water treatment services at various city owned locations. The initial
contract term is for one year with an optional three year extension.
Bids must be submitted through the City of Davenport e-bidding system
(https://davenport.ionwave.net); no emails, faxes, paper copies or any other
submission method will be accepted. Each tab of the Invitation to Bid must be
reviewed and responded to accordingly.

Pre-Bid Meeting

A pre-bid meeting will be held on Tuesday, December 12, 2023 at 10:00 AM at Davenport City Hall, located at 226 W
4th Street. This will be a time to visit the various locations, review the plans and specifications, address any questions
or concerns, and discuss the City’s expectations. All contractors intending to bid on this project are encouraged to
have a representative in attendance.

Bid Attributes
1 Communication Disclosure
Any communication in reference to this Invitation to Bid between bidders and any City employee or official, outside
of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will
result in the disqualification of the vendor/rejection of the vendor's bid.
The only official position of the City is that which is state in writing and issued by the Purchasing Division. No other
means of communication, written or oral, shall be construed as a formal or official response statement.

2 Equal Opportunity and Non-Discrimination Clause
During the performance of this contract, the contractor agrees as follows:
1. The contractor will not discriminate against any employee or applicant for employment because of race, creed,
religion, sex, national origin or ancestry, age, sexual orientation, marital status, gender identity or expression,
familial status, physical or mental disability, or political beliefs and affiliations. The contractor will take affirmative
action to ensure that applicates are employee, and that employees are treated during employment, without regard

familial status, physical or mental disability, or political beliefs and affiliations. Such action shall include, but not be

The contractor agrees to post it in conspicuous places, available to employees and applicants for employment,
notices setting forth the provisions of this non-discrimination clause.
2. The contractor will, in all solicitations or advertisements for employees placed by or on behalf of the contractor,
state that all qualified applicants will receive consideration for employment without regard to race, creed, religion,
sex, national origin or ancestry, age, sexual orientation, gender identity or expression, familial status, martial status,
gender identity or expression, physical or mental disability, or political beliefs and affiliations.
3. The contractor will send to each labor union or representative or workers with which he has a collective

representative of the contractor's commitments and shall post copies of the notice in conspicuous places available
to employees and applicants for employment.
4. The contractor will comply with all provisions and procedures developed by the City of Davenport.

3 Non-Collusion Statement
By submitting a Bid for this project, the representative of the company certifies:
1. They are fully informed respecting the preparation and contents of the Bid submission and of all pertinent
circumstance respecting such Bid;
2. Such Bid is genuine and is not a collusive or sham Bid;
3. Neither the said Bidder nor any of its officers, partners, owners, agents, representatives, employees or parties in
interest, including the submitting party, has in any way colluded, conspired, connived or agreed directly or indirectly,
with any other Bidder, firm or person to submit a collusive or sham Bid in connection with the Contract for which the
attached Bid has been submitted or to refrain from bidding in connection with such Contract, or has in any manner,
directly or indirectly, sought by agreement or collusion or communication or conference with any other Bidder, firm
or person to fix the price or prices in the attached Bid or of any other Bidder, or to fix any overhead, profit or cost
element of the Bid price or the Bid price of any other Bidder, or to secure through any collusion, conspiracy,
connivance or lawful agreement on the part of the Bidder or any of its agents, representatives, owners, employees,
or parties in interest, including the submitting party.
