NOTICE TO BIDDERS
CITY OF MANHATTAN, KANSAS
MANHATTAN REGIONAL AIRPORT

Sealed bids will be received by the City of Manhattan, Kansas, at the office of the City Clerk, City Hall, 1101 Poyntz Avenue, Manhattan, Kansas, until 2:00 P.M., on JANUARY 23, 2024, at which time the bids will be opened and read aloud. Bids received after said time will be returned to the bidder unopened. These bids will be for the furnishing of all labor and materials, and performing all the Work in accordance with the drawings and specifications for:

CONSTRUCT 2-BAY AND 6-BAY BOX HANGARS
AIP PROJECT NO. 3-20-0052-057
OLSSON PROJECT NO. 022-06974

The project will include but is not limited to the following major categories of work:

UNCLASSIFIED EXCAVATION (3,400 CY); P-501 CONCRETE PAVEMENT (1,500 SY); 2-BAY AIRCRAFT STORAGE HANGAR 50’x100’ WITH WATER, SEWER, GAS, AND ELECTRIC; 6-BAY AIRCRAFT STORAGE HANGAR 33’x252’ WITH ELECTRIC; MISCELLANEOUS PARKING REPAIRS AND SITE PAVING; MINOR STORM SEWER; PAVEMENT MARKINGS; SEEDING; SODDING; AND ANCILLIARY ITEMS.

Contractor’s bidding need not be pre-qualified but shall be qualified to do the work.

A non-mandatory prebid conference will be held at City Hall, City Commission Room, 1101 Poyntz Avenue, Manhattan, Kansas, 66502 on January 9, 2024 at 2:00 P.M. local time. Contractors also have the option to inspect the project site by an escorted tour, which will be held following the prebid conference. Instructions for accessing the site will be provided at the prebid conference.

All persons awarded and/or entering into Contracts with the City of Manhattan shall be subject to and required to comply with all applicable city, state, and federal provisions pertaining to non-discrimination, equal employment opportunity, and affirmative action on public Contracts.

This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Airport Sponsor has established a contract participation goal of 3.4% for small business concerns owned and controlled by certified disadvantaged business enterprises (DBE). The Owner’s award of this contract is conditioned upon the bidder satisfying the good faith effort requirements of 49 CFR § 26.53.

General Civil Rights Provisions: In all its activities within the scope of its airport program, the Contractor agrees to comply with pertinent statutes, Executive Orders, and such rules as identified in Title VI List of Pertinent Nondiscrimination Acts and Authorities to ensure that no person shall, on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability be excluded from participating in any activity conducted with or benefiting from Federal assistance. This provision is in addition to that required by Title VI of the Civil Rights Act of 1964.

The above provision binds the Contractor and subcontractors from the bid solicitation period through the completion of the contract.

Title VI Solicitation Notice: The City of Manhattan, Kansas, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
