SANITARY SEWER MAINTENANCE CLEANING PROGRAM

The City of Garden City Waste Water Department is soliciting proposals to clean sanitary sewer mains that comprise the Waste Water Department's collections system.  Proposals will be returned by 1:30 PM,  Wednesday, November 22, 2023.  Proposals will be opened at the Utility Service Center, 140 Harvest St. in Garden City.  Proposals received after this time will be returned unopened.

The work consists of cleaning and camera inspection of sanitary sewer lines at various locations within the collections system.  The attached scope of work document contains specific information regarding yearly cleaning and camera inspection requirements.    Interested vendors may request a proposal packet from Ed Borgman, Wastewater Superintendent, by emailing ed.borgman@gardencityks.us or telephone at (620) 276-1280.

The city of Garden City will rate proposals based on the following factors, with cost not necessarily being the most crucial factor:

1. Responsiveness to the requirements outlined in the attached “Sanitary Sewer Cleaning Program Specifications.”
2. Relevant past performance/experience with the city.
3. Samples of work completed in a municipal setting.
4. Technical expertise/experience of contractor and contractor’s staff.

The city of Garden City reserves the right to modify this RFP.  Firms submitting proposals must acknowledge receipt of modifications issued by the City.

The city of Garden City reserves the right to refuse any proposals for any reason(s) whatsoever, or for no reason, or to waive any technical noncompliance in any proposal. The city of Garden City may terminate discussions regarding this document or proposals at any time and reserves the right to accept such proposals that are the most responsive and best suit the needs of the city of Garden City.

The City of Garden City reserves the right to award to the contractor that, in its discretion, presents the best value to the City of Garden City.

Proposals may be returned via email, please get in touch with us for submission via email.  No vendor may withdraw their proposal for at least thirty (30) days after the scheduled time for the receipt of proposals.  The City reserves the right to reject any or all proposals, waive informalities, and accept the bid deemed to be in the City's best interest.

If submitting via US Mail, proposals must be sealed and addressed to: City of Garden City Wastewater Department, Attn:  Sewer Cleaning Proposals, PO Box 998 Garden City, Kansas  67860.
