Invitation to Bid - Seward County Fairground Complex - Placement of Bleachers at Rodeo Arena

The Board of County Commissioners of Seward County, Kansas, will accept sealed bids for the placement of bleachers at the existing Rodeo Arena located inside the Rock Wall of the Seward County Fairgrounds Complex located at 810 Stadium Road, Liberal, Kansas 67901.

Sealed bids will be received at the Seward County Clerk’s Office, 515 N. Washington, Suite 100, Liberal, Kansas 67901, until 2:00 p.m. on Tuesday, April 9, 2024, at which time the bids will be publicly opened and read. The envelope should be plainly marked “Rodeo Arena Bleachers”. Bids received after the scheduled time will be returned unopened. Bids will be presented to the Board of Seward County Commissioners at their regularly scheduled meeting on Monday, April 15, 2024.

The accepted bidder will be required to provide a performance bond equal to 100% percent of the contract price. Such bond will be required at contract signing. All contractors and subcontractors that work on the project must be licensed with Seward County.

Solicitations from qualified minority and women owned businesses, firms and individuals are encouraged by Seward County. This encouragement does not infer preference and all solicitations will be evaluated equally. All purchases shall give preference to Seward County merchants when applicable. Award shall be made to the best bidder within Seward County when the amount is not more than five percent (5%) higher than the best out-of-county bid.

The Board of County Commissioners of Seward County, Kansas reserves the right to accept or reject any or all bids, the right to waive any or all irregularities therein, and the right to accept the bid deemed to be in the best interest of the County.

Vendor to provide a “Used” bleacher set that will fit in an area 138’ long X 45’ in depth.
Bleacher shall seat approximately 1,415 persons
Bleacher shall be of I-Beam Frame construction with galvanized understructure and drip shield.
Bleacher shall be ADA compliant with adequate handicap and companion seating as outlined in the ADA ICC 300.
Bleacher shall have an elevated front walkway with elevation approximately 42” above top of finished concrete. (This will allow the front seat and handicap seating a line of sight above the top rail of rodeo arena fencing)
Bleacher shall come equipped with 1 set of stairs and 1 ramp. (For purposes of fitting bleacher into confined spaces the ramp may be placed on the North end of the bleacher, outside of the light pole).
Rise to Run ratio of all stairs and steps not to exceed 7” to 11”
Bleacher shall have 3 aisles with mid-aisle rails.
Bleachers to be equipped with chain link fencing.
Bleacher shall be equipped with mill finish foot board.
Bleacher seats shall be anodized aluminum with clear finish.
Vendor shall provide a set of structural drawings, including weights, to provide engineering data for development of engineered concrete support drawings. Engineering and Concrete to be performed by others prior to bleacher installation.
Vendor will provide certified engineering stamp validating bleachers for human occupancy.
Owner has the right to review and inspect product as desired.
Vendor to provide transportation, all material handling and assembly of bleacher.
Project must be completed by July 12, 2024.
