Description:

The City of Fitchburg (the OWNER) is seeking sealed bid information for rehabilitation of the Meetinghouse Gatehouse, Mare Meadow Pump Station, and Bickford Pump Station located in Westminster, Massachusetts. The scope of work for the project includes, but is not limited to, an “in-kind” rehabilitation of the Meetinghouse Gatehouse including replacement of the traveling screen system and gatehouse roof as well as installation of site fencing, a paved access driveway and an extension to the existing traveling screen side chute drain. The project additionally includes, but is not limited to, rehabilitation of the Mare Meadow Pump Station including replacement of the pump station roof and upgrading the process, architectural and electrical systems that have reached the end of its useful life and replacement of the Bickford Pump Station roof. General Contractor Bids will be received at the office of the Chief Procurement Officer, City Hall, 718 Main Street, Suite 208, Fitchburg, MA 01420 until Tuesday, April 16th, 2024, at 11:00 AM, and at that time and place publicly opened and recorded.

Completion time for the project will be calculated as calendar days from the date specified in the “Notice to Proceed” as follows:

Substantial Completion 365 days

Final Completion 425 days

Bid security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the OWNER, is required in the amount of five percent (5%) of the bid, in accordance with the Section - INSTRUCTIONS FOR BIDDERS.

The selected contractor shall furnish a performance bond and payment bond in the amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00 72 00 GENERAL CONDITIONS.

Specifications, Terms and Conditions and Forms may be obtained via the City’s website at www.fitchburgma.gov , under Current Solicitations. A non-mandatory Pre-Bid meeting will be held on Tuesday, April 2nd, 2024, 10:00 a.m. at the Regional Water Treatment Plant, 18 Hager Park Road, Westminster, MA 01473. Attendance is strongly encouraged. Bidders shall examine all information and materials contained in and with this solicitation. Failure to do so shall be at the bidder’s risk.

This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Chapter 30, 39m, and any resulting contract will be strictly awarded in accordance with the requirements of the solicitation. The City of Fitchburg reserves the right to waive any informalities or irregularities in the bids received, or to reject any and all bids, wholly or in part.

Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project.

By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays excluded after the opening of bids.
