1.0 BACKGROUND/HISTORY
This Request for Bid is issued by Purchasing Services for the University of Minnesota, Department of
Facilities Management on the Duluth Campus. This RFB is to provide service labor and service
materials according to the manufacture’s recommendations on air compressors, air dryers, and
vacuum pumps located on the Duluth campus and any coordinate property. The Contractor shall
provide transportation and skilled labor and equipment to do this work and shall research what the
manufacture recommendations are for each piece of equipment listed in this RFB.
2.0 SCOPE OF WORK
2.1 Workmanship and Work Hours
All work shall be completed in a satisfactory and professional manner and in accordance with policies
and procedures noted herein. Work shall be completed during normal working hours of 7:30 AM to
4:30 PM. unless special arrangements have been made with University representative.
2.2 Security and Identification
All personnel working on campus will be required to be easily identifiable at all times. Contractor will
provide company insignia on clothing and visible picture identification of all workers. Personnel will
be allowed only in areas where work is being performed.
2.3 Site Visit
Site visit can be arranged to view any or all equipment with the Project Manager, Jim Anderson.

2.4 Performance
If the Contractor consistently fails to respond for service or to provide estimates if requested within a
reasonable amount of time, the University reserves the right to cancel this contract upon (7) seven
days written notice to the Contractor, and award a Contract to the bidder with the next lowest bid.
At the conclusion of the contract, the University may evaluate the performance of Contractor. This
evaluation will be kept on file and used in the selection process for future University work and
contracts.
2.5 Projects and Estimates
If any work is required beyond the regular maintenance included in this RFB, the contracted vendor
shall provide UMD an estimate for recommended work. Estimate should be itemized, listing hourly
labor rate, number of estimated hours, total labor costs and materials as a separate line item.
2.6 Timetable
Awarded Contractor is expected to be here twice per year in June or July for an annual service on all
equipment listed in this RFB document. A semiannual service is expected to be done in December or
January of each year. Schedules shall be coordinated with the Project Manager, Jim Anderson 218-
726-7840 or janders6@d.umn.edu.
2.7 Manufacture Services Required
Awarded Contractor is to service all equipment according to the manufacture’s recommendation. The
Contractor is responsible for researching what the recommendation is for each. This information shall
be passed onto the University if requested by UMD. All service materials and parts (e.g. oil, oil and
air filters, desiccant, and consumable parts) should be provided by the awarded contractor.
2.8 Prevailing Wage
Prevailing wage applies to this Contract. It is the policy of the University of Minnesota that all projects
contracted for by the University shall comply with the prevailing wage requirements of Minn. Stat. §
177.41-177.44. Contractor(s) shall comply with prevailing wage as noted in terms and conditions.
2.9 No Strike Provision
If the Contractor provides unionized labor, the Contractor shall be signatory to agreements necessary
to prohibit strikes, lockouts, slowdowns, work stoppages, and other actions that may delay and

interfere with the timely completion of the Work. Project delay caused by strikes, lockouts,
slowdowns, work stoppages, and other actions preventable by such agreements constitute avoidable
delays.
2.10 Traffic Regulations and Parking
A. Contractor shall provide transportation to campus and must comply with all posted regulations,
signs and directions regarding traffic, parking, and loading/unloading, which includes purchasing
service vehicle permits from Transportation & Parking Services. Service vehicle parking shall be in
compliance with the policies and procedures of UMD Parking Services. For UMD parking

B. The Contractor shall arrange for loading/unloading operations in off street areas or in alleys,
driveways, side streets or designated "Loading Zone”. If no other alternative is available, vehicles
may temporarily park short-term on UMD roads provided that the name of the Contractor,
Subcontractor, or Supplier name is displayed on the vehicle. Warning signs and barricades in
accordance with the Minnesota Manual on Uniform Traffic Control Devices are required when
stopped or working on University roads. Parking regulations will be strictly enforced.
C. Parking for personal vehicles of construction personnel is not allowed on construction sites.
Parking is available in University parking lots in accordance with posted regulations and fees.
Parking is often allowed free of charge in maroon and white lots when school is not in session; refer
to posted regulations for timing.
D. Company vehicles necessary to the completion of the work may be parked on site at the
discretion of the Project Manager. Parking shall be restricted to impervious surfaces if at all possible.
Company vehicles parked on site shall have the name of the company displayed on the side of the
vehicle and a valid UMD service vehicle permit visibly displayed.
E. University contractors are eligible to purchase a service vehicle permit available from UMD
Transportation & Parking Services. Service vehicle permits are valid for twelve (12) months, six (6)
months, or one (1) month from the date of purchase and are dependent on the term length
purchased. All vehicles must be identified with the company name either clearly displayed on the
outside of the vehicle, or on a company printed paper clearly displayed on the dash. Hand written
notes are not acceptable.
F. Service Vehicle permits are valid in service vehicle spaces. * If a service vehicle space is not
readily available, the vehicle may be parked in the nearest permit lot (Maroon, Gold, White or
Green) providing both the permit is visibly displayed and the vehicle is clearly identified with
the company name. In unique situations, and with notification to the Transportation & Parking
Services Office, the vehicle may be parked in any legal parking space (including metered spaces and
Pay Lot G). Parking is never allowed in No Parking zones including fire lanes, driving lanes, bus
stops, handicapped spaces, or Designated Reserve Permit spaces.
G. Service vehicle permits are transferable between vehicles providing all vehicles are identified with
the company name clearly displayed. Service vehicle permit spaces are strictly enforced twenty-four
(24) hours/day, seven (7) days/week, twelve (12) months/year. Vehicles not visibly displaying the
proper permit or not clearly identifiable as company vehicles will be ticketed. Lost or stolen permits
will be issued a replacement for a duplication fee. A police report is requested for all stolen permits.
2.11 Subcontracting
Subcontracting will not be permitted under this Contract.
2.12 Pricing
Pricing is to be bid for the first three (3) years of the Contract. Optional renewal years for year 4 and
5 are to be bid separately.

2.13 Vehicle, Equipment and Materials
Transportation on campus shall be provided using a properly equipped service vehicle containing the
required tools of the trade. Equipment with a value less than $500.00 shall be furnished by the
contractor. All service materials and parts are included in the contract pricing. No additional
materials can be charged during the contract year unless its work requested outside the scope of
annual maintenance.
2.14 Invoicing
Invoices shall reference purchase order number issued by UMD
2.15 Idling Reduction Policy
The University of MN Duluth has a no-idling policy. Unnecessary idling of University department
vehicles is not permitted and is allowed only under certain circumstances. Idling is allowable only if
there is a business justification (e.g. running a lift gate). As a general rule: if a vehicle will be stopped
for longer than a wait at a stop light, the vehicle should be shut off. Under normal weather conditions,
no vehicle shall idle for more than two minutes.
For non-diesel fueled vehicles, if the temperature is below positive twenty degrees Fahrenheit a warm
up of three minutes will be allowed if the vehicle has been shut off for more than four hours. All
vehicle manufacturers agree that vehicles do not need a warm up period before starting a trip.
For diesel fueled vehicles, an appropriate warm up period (as specified by the manufacturer) is
allowed. However, once the engine is properly warmed up it can be shut off for stops.
Drivers violating this policy may be subject to disciplinary action.
Vendors, contractors, visitors who fail to comply with this policy may be asked to leave the campus,
have access to the campus denied and/or other appropriate measures taken to ensure future
compliance with the policy.
3.0 TIME PERIOD CONTRACT
The initial awarded contract shall be for a period of (3) years. The University shall have the option to extend
the contract for (2) two additional one-year terms, upon mutual agreement of the contractor and the
University. The optional renewal periods shall be dependent upon satisfactory performance experienced
during the contract year.
