DELANO RENOVATION PHASE I

THIS ADDENDUM (the “Addendum”) is made as of the 18th of April 2024. The language of the
original Invitation for Bid (“IFB”) C-24-20 is hereby altered, deleted, added to, or changed as written
below. All such additions are reflected below and are herein incorporated by reference into the original
bid, IFB C-24-20.
The following information is provided to questions received in response to IFB C-24-20.
1. There is no direction on the extent of the sheet metal flashing and trim scope. Will the
existing sheet metal coping caps and wall panels remain?
a. Response: Wall panels may be reused. All other sheetmetal flashing, curb caps,
coping caps, etc. shall be provide as new from manufactures standard colors. See
updated BP-075 for clarification to this scope.
2. Is there going to be a fence around the existing building?
a. Response: The Owner is not providing construction fencing around the site
during construction. All contractors are responsible for the security of their own
materials and equipment.
3. Do we have scalable drawings for the project?
a. Response: Yes, all of the drawings A101-A302 are to scale as identified on each
of the drawings.
4. Who is doing the 3rd party testing for the abatement work?
a. Response: The Owner will be providing this testing separate of BP-021, but they
have not determined who is do that work at this time.
5. If ceiling demo is required to change out roof drains, is that up to the plumber to complete? If
so, do they need to patch back the ceiling.?
a. Response: Yes, BP-220 shall include removal existing ceilings as required to
access the replacement of the drain bodies for the new roof. However, prior to

the commencement of the abatement work, coordinate the locations of any
ceilings that you plan to remove with the BP-021 contractor. If any of those
locations have ACM or Lead Paint, field mark extent of removal you need to
access the drains and those locations will be removed by BP-021. See updated
scopes of work for clarifications of want to include in your bids. No ceiling patch
back is required as part of this phase of the project.
6. After reviewing the Hazardous Materials Survey provided by Occu-Tec, it appears there is a
reporting error in the positive LBP summary table. The table indicates that all plaster is
positive, but reports “Standard Deviation” values (0.2-0.4) instead of the actual Lead
Concentrations, which are in fact as high as 27.5 mg/cm2, and might be causing a bit of
confusion. The table also indicates that these Lead-Based Surface Coatings are “Intact”,
which is clearly not the case. I know there was discussion on-site regarding what condition
each space should be left in as contents are removed, however, several spaces appear to have
substantial Lead Surface Hazards and dry sweeping and shop vacuums would be prohibited
under current conditions. To prevent spreading Lead-Dust Contamination throughout the
building and to protect personnel performing the work, will there be an addendum issued to
address the Lead Hazard Control Work that will need to be performed during the property
clean out phase?
a. Response: It is understood that Lead Paint exists in the facility and that some
may have flaked from the walls/ceilings. It is not part of the current phase of
work to complete the Lead Paint Abatement. As such, any workers that are
working in the space shall use OSHA Lead Safe Practices when engaging in any
work required by this phase of work. If removal of any walls or ceiling
containing Lead Paint is required as part of your work. Notify Universal prior to
proceeding.

9. The additional chemicals observed on the main stage do not appear on the universal waste
inventory list, will there be an addendum issued with an updated UW inventory list?
Additionally, during the walk, I observed the boiler room fire door laying in the basement
hallway, upon further inspection, I identified asbestos lining at the dead bolt and doorknob
penetrations. See attached photo. There may be several more fire doors, but this is the only
one I observed. Will there be an addendum issued on this?
a. Response: The chemicals on the stage will be removed by the Distict. However,
if any additional hazardous waste materials exist that are above and beyond the
quantities called out on the inspection reports, it shall be the contractors
responsibility audit and identify any discrepancy prior to the removal of those
materials so that Occu-Tec has the opportunity to confirm the discrepancy. We
have added a $5000 allowance to your scope of work to address any additional
hazardous waste not covered in your scope of work and/or the project reports.
We also added to your scope removal of the one additional fire door to be
included in your base bid.
10. Will Universal or KCMO School District be providing temp power and/or water source?
a. Response: Per Note A.15 in specification section 002400 each contractor is
responsible for their own electrical and water as required for their work. The
building utilities are not in working order.

SECTION 002400.021 TRADE BID PACKAGES
BID PACKAGE 021 Asbestos & Hazardous Waste Removal
Provide all material, labor, equipment, tools, supervision and other items necessary to complete this Bid Package as
required per the contract documents, bidding documents, this Scope of Work, and other items as issued by Addenda.
Contract specifically includes, but is not limited to the following:
I. Division 0 & 1 - General Conditions, General Requirements and Special Provisions Complete, as required by the work
of this Contract.
A. Provide all work as it relates to this Contract’s scope of work per the “General Scope for all Trades” included at the
beginning of this specification section (Index to Work Contractor’s).
B. Durations Complete on Bid Form as listed below.
1. Hazardous Waste Removal work 1st Floor.
2. Hazardous Waste Removal work 2nd Floor.
3. Hazardous Waste Removal work 3rd Floor.
C. Alternates
1. Alt #1 N/A
D. Allowances Include with base bid the following allowances.
1. Include an allowance for the removal of 176 SF of Lead Paint ceilings. This allowance is intended to cover
providing safe access to roof drains that are scheduled to be replaced if those drains are covered up by hard lids
that have lead paint coatings on them. BP-220 will notify this contractor of any locations they intend to remove
and this contractor will confirm if those locations are lead free or not. If the locations have lead paint, this
contractor will abate the lead paint in these locations against this allowance. Any unused portion of this
allowance shall be returned to the Owner as savings.
2. Include an additional $5000 allowance to be used to cover any additional UW or asbestos containing materials
that are found in excess of the quantities listed in the NESHAP report.
E. Unit Prices Unless indicated otherwise Unit Prices should not include overhead and profit.
1. Provide hourly rates for trade personal that fall under the work of this package as an attachment with the bid.
Rates should identify the base rate, and then any non-Overhead and Profit type items associated directly with
the trade person(s) as applicable. Rates should exclude Overhead and Profit.
a. Unit price #1: Provide cost to remove and legally dispose of any additional 4 x 7 fire rated doors with
asbestos lining. Price shall per listed as per door on the bid form.
II. Division 2 Existing Conditions Complete, as related to the work of this package.
A. Asbestos & Hazardous Waste Removal Complete, as related to the work of this package.
1. Provide Asbestos & Hazardous Waste Removal of all work including but not limited to the following, unless
specifically excluded below.
a. Review all information in the NESHAP ASBESTOS & HAZARDOUS WASTE INSPECTION by OccuTec dated
3/14/2023 as included in the project specifications as needed to help determine the extent of the effort
required for the completion of this work.
b. All work as called out on the Drawings (Sheets A101, A201 & A301) as by BP 021.
c. Field verify all existing conditions to determine extent of work required.
d. Take photos of each room as required to document the condition of the existing space prior to clean up and
disposal work.
e. Existing opening to the current building have been boarded up. Remove boards as required to complete
your work and secure as currently installed upon the completion of your work. During the actual clean up
work, this contractor is responsible for securing the building at the end of each work day.
f. Lead Paint abatement is not to be included as part of this work.
g. In addition to the work called out in the asbestos report, this contract shall remove and dispose of 1
abestos lined fire door located in the lower level of the facility. Any additional fire doors found with
asbestos lining will be handled as a Change Order based upon Unit Prices in section E above.
