For any contract for services greater than $5,000, the successful offeror shall comply with § 285.530, RSMo., as amended, and (1) provide by sworn affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation affirming enrollment must be from the federal work authorization program provider. A letter from the respondent reciting compliance is not sufficient. All bids should include the signed and notarized Work Authorization Affidavit and the electronic signature page from the E-Verify program. A letter from the Offeror reciting compliance is not sufficient. Remove E-Verify and Work Authorization Affidavit if the solicitation is for commodities.

Proposers are to submit all pages of this RFP identified with “RETURN THIS PAGE” stated on the bottom right corner of said pages. Failure
to do so shall render your proposal non-responsive.
Proposals received after the opening date and time shall not be considered.
The attached Terms and Conditions shall become part of any contract resulting from this proposal.
The cutoff for any questions about this RFP is March 19, 2024, at 10:00 A.M. (CST). Any questions shall be submitted in writing to the buyer
identified above.

participate.

PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
RFP 064-2024
1.0 INTRODUCTION/DESCRIPTION OF PROJECT/SERVICES: The City of Springfield is seeking proposals from qualified firms/providers
for the loading, transporting, recycling, and/or disposal of household hazardous wastes.
1.1 DESCRIPTION OF OPERATIONS: The City has established a year-round permanent Household Chemical Collection Center
(HCCC) for the collection of Household Hazardous Wastes to provide a safe means of recycling and/or disposal of these
wastes. The permanent collection facility is located at 1226 West Nichols; Springfield, MO. Household hazardous wastes
are accepted by City personnel (including volunteers) from Springfield residents utilizing an appointment and a "drive-
up" system. The facility is currently open year-round and accepts household hazardous waste two (2) days per week
(Tuesday/Thursday). The City may revise these hours of operation as needed. The vehicles transporting delivered
materials are directed to a roofed and enclosed "drive-thru" area for unloading by Collection Center Staff. The materials
are then taken to the "work area" for identification and segregation. Collection Center Staff will provide some initial
packaging and selective bulking.
2.0 SCOPE OF SERVICES: This Scope of Work establishes the minimum work to be performed by the Service Provider for the loading,
transporting, recycling, and/or disposal of household hazardous wastes collected by the City and related services and materials. The
HCCC anticipates removal/pick up from the Service Provider two (2) times per year every six (6) months. There is truck access and a
loading dock at the HCCC. Throughout the contract, other City Departments may have hazardous waste for disposal. The Service
Provider shall work with City Departments and honor the pricing/services associated with the contract.
2.1 The Service Provider shall provide all materials, labor, loading, transporting, permits, manifests, insurance, bonds, expert
technical assistance, and any other items necessary to accomplish the work specified herein except the City shall provide
certain facilities and personnel as specified herein.
2.2 TIME: The Service Provider shall pick up and transport materials to disposal/recycling facilities within fifteen (15) days
of the call for pickup by the City. Pick-up times shall be limited to Monday, Wednesday, and Friday from 8:00 a.m. CST
until 12:00 p.m. CST except for holidays. The City observes nine (9) scheduled holidays a year. The holiday schedule is as
follows:
2.2.1 New Year’s Day, Martin Luther King, Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, Independence Day,
Labor Day, Veteran’s Day, Thanksgiving Day, Christmas Day.
2.2.2 The Service Provider shall coordinate pick-up with the Collection Center Technician at (417) 864-1141.
2.3 TRAINING, PLANNING, AND ASSISTANCE: The City intends this training as a part of the setup of procedures with the
Service Provider under the contract. The number of participants will be approximately six (6). The City may desire to
have this training as a “refresher” or for new employees.
2.3.1
The Service Provider shall provide experienced and trained personnel to assist the City in the organization and
training of City employees and volunteers relating to the operation of collection facilities, identification,
segregation, packaging, final disposal options/methods of waste, and related subjects. The City may require
additional training.
