INSTRUCTION TO BIDDERS
AWARD CRITERIA:
Lowest Responsive and Responsible Bidder: The bidder who fully complies with all the bid
requirements and whose past performance, reputation, and financial capability is deemed
acceptable, and who has offered the most advantageous pricing or cost benefit, based on the
criteria stipulated in this bid package.
QUESTION AND ANSWER PERIOD:
All questions regarding this Invitation to Bid (ITB) shall be submitted via email to Nicole Supan,
Purchasing Supervisor, in the Purchasing and Contracts Division at
nsupan@cityofventura.ca.gov PRIOR to Thursday April 4, 2024, at 2:00PM. Any questions
submitted after the deadline shall be rejected. Any response will be in the form of an addendum.
BID SUBMISSION:
To be considered, all bids must be submitted via email, to Nicole Supan, Purchasing
Supervisor, in the Purchasing and Contracts Division at nsupan@cityofventura.ca.gov. It is the
Responder’s responsibility to ensure that its/their bid arrives on or before the specified time of

REQUIRED UPON SUCCESSFUL AWARD OF BID:
The following will be required upon award from the successful bidder:
The successful bidder will be required to enter into a Professional Services Agreement
with the City. A copy of the Professional Services Agreement is included herein; you
do not have to return a copy of the Professional Services Agreement with your proposal
submission.

Olivas Park Specific Plan
AGREEMENT:
A copy of the City of Ventura’s Professional Services Agreement, Attachment “C” is included
herein, as it will be the document executed into a final contract between the City and the awarded
Contractor. You do not have to return Attachment “C” with your proposal submission; the sample
Professional Services Agreement is provided for reference only and does not have to be returned
with the bid.
INSURANCE:
Successful firm shall provide insurance as noted in Exhibit “C” of Attachment “C” Professional
Services Agreement.
SUBCONTRACTING:
No Subcontracting any portion of Contractor’s duties under this agreement without prior written
consent of the City.
COMMUNICATION WITH CITY STAFF:
Any communication with City staff, except for the Purchasing and Contracts Division, regarding
this RFQ is prohibited. Disregard of this provision could result in rejection of the proposal.
The City shall be the sole judge of the successful bidder hereunder. The City reserves
the right to reject any or all bids.

Olivas Park Specific Plan
SCOPE OF WORK
The City of Ventura seeks qualified consultants to provide proposals for potential development areas
for the Olivas Park Specific Plan.
1. Plan Description
The plan will take into consideration a wide range of issues including existing and proposed
infrastructure needs, future growth and economic trends and development opportunities,
transportation planning, and community needs and a vision based on input from a stakeholder
committee. Once the land use alternatives are developed, an evaluation system for comparing
the alternatives will aid in considering their strengths and weaknesses. This plan will also
develop ideal design standard guidelines to ensure the quality of future development.
2. Study Area
Olivas Park is defined as the area located along Olivas Park Drive between the Santa Clara
River, Buenaventura Golf Course, and US Highway 101. The area is displayed in the map as
Attachment “A.”
3. Plan Components
A. Existing Conditions
i.
Explain and define existing facilities and land uses in the study area.
ii.
List any recent land development and recent economic development.
iii. Report on existing public services and utilities in the study area. Include
existing nearby park and recreation facilities, environmental and nature
resources, community and educational facilities, utilities, including but not
limited to: sanitary sewer, water, and private utilities (power, cable,
telephone), and status of police and fire service.
iv. Report on existing transportation conditions. Include a map with traffic
counts, crash analysis, and reference any proposed roadway
improvements.
B. Growth Trends
i.
Population trends in the City of Ventura.
ii. Employment trends in the City of Ventura.
iii. Land development trends in the City of Ventura.
C. Growth and Development Trends and Future Land Use Alternatives
i.
Consultant shall develop at least three (3) land use alternatives for the
study area.
1. Each alternative shall be based on varying growth trends or
development opportunities. Define these growth trends and
development opportunities.
2. Develop a land use map for each land use alternative.

3. Analyze each alternative based on projected land use and
development factors, transportation fac tors, and community
amenities and services.
ii.
Consultant shall create an evaluation matrix system for comparing the
strengths and weaknesses of each alternative based on the analysis
factors.
1. Analysis factors shall include, but not be limited to, development
factors, transportation factors, and community amenities and
services.
D. Projected Revenues
i.
Analysis to identify future Property Tax receipts.
ii.
Analysis to identify future Sales Tax receipts.
iii. Analysis to identify future Traffic Mitigation Fee receipts.
E. Phasing and Implementation of Plan
i.
Consultant shall provide a land use phasing plan for future development,
including, a map designating which areas shall be considered first for
orderly development.
ii.
Analysis shall include but not be limited to factors such as development
potential, transportation congestion concerns, and utility development.
iii. Consultant shall develop a brief summary of plan implementation ideas,
including opportunities and obstacles for development in the study area.
4. Project Schedule and Deliverables
A. Project Schedule
i.
Consultant shall produce the draft report no later than April 15, 2024.
ii.
Consultant shall produce the final draft report no later than May 1, 2024.
B. Deliverables
i.
(3) Three Copies of Draft Reports
ii.
(3) Three I caCopies of Final Reports
iii. One (1) copy of all electronic data in (MS Excel files, MS Word files, GIS
files, etc.) Final Report in electronic format
5. Price Proposal
A. Consultant’s price proposal shall set forth the fee for services and the method for
calculating the rates for the different services to be provided. This price proposal shall
be for a firm fixed price for the services to be provided.
