NON-STORMWATER MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4)
MAJOR OUTFALL SCREENING AND SOURCE INVESTIGATION SERVICES
PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark is requesting proposals
for Non-Stormwater Municipal Separate Storm Sewer System (MS4) Major Outfall
Screening and Source Investigation Services. Proposals must be received by 3:00 p.m.
on May 8, 2024, via email at: ileontiy@moroparkca.gov (Attn: Igor Leontiy, Administrative
Specialist). Submissions received after this deadline will be rejected. Submissions by
facsimile or in person will not be accepted.
The successful proposer will be required to demonstrate experience working on similar
projects. Additional information may be obtained on the city website at
www.moorparkca.gov/bids. The Technical Proposal and Cost Proposal must be
submitted as separate documents marked:

Proposals shall consist of two separate documents as follows:
• The Technical Proposal document shall include a digitally signed copy of the
Technical Proposal. Please name the document “Non-Stormwater Municipal
Separate Storm Sewer System (MS4) Major Outfall Screening and Source
Investigation Services Technical Proposal”.
• The Cost Proposal document shall include a digitally signed copy of the Cost
Proposal. Please indicate “Non-Stormwater Municipal Separate Storm Sewer
System (MS4) Major Outfall Screening and Source Investigation Services Cost
Proposal”.
Include in the subject line: “Proposal for Non-Stormwater Municipal Separate Storm

1. INTRODUCTION AND OVERVIEW
The City of Moorpark (City) is conveniently located in the southeastern part of Ventura
County. According to the United States Census Bureau, the City has a total area of 12.28
square miles, 75 miles of storm drains, and 84 centerline miles of roads. The City has an
estimated population of 35,514. Moorpark is a part of the Ventura Countywide Stormwater
Quality Management Program along with 12 Co-Permittees.
The City of Moorpark is requesting proposals from qualified firms to provide professional
services for Non-Stormwater Municipal Separate Storm Sewer System (MS4) Major
Outfall Screening and Source Investigation Services. Proposers must have sufficient
expertise and experience to complete the work described in the Scope of Services, which
generally includes:

• Review the prepared field forms and provide any suggested changes to the field
forms to align with the Regional MS4 Permit requirements.

• Perform required outfall screening and source tracing per the Regional MS4 Permit
requirements, including the timeline requirements, and develop an inventory of the
City’s outfalls with significant non-stormwater discharges.
• Provide recommendations and technical memorandum for major outfalls that will
require long-term monitoring.
2. BACKGROUND
On July 23, 2021, the Los Angeles Regional Water Quality Control Board (Regional
Board) adopted a Regional Municipal Separate Storm Sewer (MS4) NPDES Permit for
the Los Angeles Region (2021 Regional Stormwater Permit). The 2021 Regional
Stormwater Permit includes co-permittees consisting of the 10 incorporated Cities in
Ventura County, and the Watershed Protection District along with the 85 incorporated
Cities, County, and Flood Control District in Los Angeles County.
As an operator of the municipal separate storm sewer system (MS4), the City is subject
to regulatory requirements pursuant to the 2021 Regional NPDES Municipal Stormwater
Permit, Order No. R4-2021-0105 (Regional MS4 Permit). The Regional MS4 Permit
requires that the City perform non-stormwater outfall-based screening for all major outfalls
that discharge to Waters of the United States (WOTUS) and perform a source
investigation on all major outfalls determined to have a significant discharge.
