In this highly responsible role, the consultant will provide administrative, supervisory, and technical work regarding the Town's current and long-range plans and demonstrate the ability to form a comprehensive and holistic vision of the future for Woodbridge that considers its various assets, challenges, needs, as well as our pending and future projects, and can deliver a feasible plan to get to the end vision.

The Town anticipates retaining consultant through fiscal year 2025 and may be extended upon the mutual agreement of both parties. The selected consultant will work closely with the First Selectman or his designee, and the Town’s Economic Development Commission.

REQUEST FOR
PROPOSAL
TOWN PLANNING CONSULTANT
The Town of Woodbridge CT is soliciting proposals for part-time Town Planning consulting
services, The consultant may be an individual or a firm.
The Consultant serves as staff to the First Selectman’s Office and will provide technical
assistance to other boards and commissions. Sealed proposals will be accepted until 2:00 PM,
March 22, 2024 in the Finance Department at Town Hall, 11 Meetinghouse Lane
Woodbridge, CT 06525. One (1) original and three (3) copies of the proposal shall be
submitted along with an electronic version of the proposal.
THE TOWN OF WOODBRIDGE RESERVES THE RIGHT TO ACCEPT OR REJECT
ANY OR ALL THE PROPOSALS; TO WAIVE ANY TECHNICALITY IN AN RFP OR
PART THEREOF SUBMITTED, AND TO ACCEPT THE RFP DEEMED TO BE IN THE
BEST INTEREST OF THE TOWN OF WOODBRIDGE.

ABOUT WOODBRIDGE CONNECTICUT
The Town of Woodbridge was originally settled in the early 1600’s as part of Milford Colony and
New Haven Colony. The Town was incorporated in 1784, the eighty-first town in the State of
Connecticut. The Town is 19.3 square miles located in the south central part of the state. The
Town is bordered to the west by Seymour, Derby and Ansonia, to the east by Hamden and New
Haven, to the north by Bethany and to the south by Orange. The Town is approximately 80 miles
east of New York City, 40 miles south of Hartford and approximately 130 miles southwest of
Boston. The Town is intersected by numerous major highways; from the east and west by the
Wilbur Cross Parkway (Route 15), State routes 63, 67, 69, 114, 243, 313 and immediately to the
west, Route 8, a four-lane north-south road that accesses I-84 to the north and I-95 to the south.
The Town is served by numerous interstate transportation carriers including truck services, bus
services, and Amtrak and Metro-North which provide both freight and passenger rail services in
New Haven. Air transportation is also available from Bradley International Airport in Hartford,
Kennedy or LaGuardia Airports in New York, or New Haven's Tweed or Stratford Sikorsky
Memorial air terminals that have daily flights throughout the Northeast, Chicago, Washington,
and other points throughout the country.
Woodbridge is primarily a residential community with a Plan of Development designed to
maintain the composition of the existing character of the Town. The Town operates seven
baseball and softball fields; two multi-purpose athletic fields; tennis courts; a gymnasium; a
fitness center which includes various indoor exercise facilities; and an indoor swimming pool.
Other programs the Town provides are year-round recreation activities, summer band concerts,
youth dances and a very active senior center.
SCOPE OF SERVICES
A great opportunity for an innovative team player, the town is seeking either an experienced
individual or a planning consulting practice.
Work activities include but are not limited to:
1. Develop and implement strategies to retain existing businesses and to recruit new companies
and developers.
2. Guide and implement redevelopment opportunities and work with Town staff and maximize
opportunities for State and federal funding for these initiatives.
3. Engage new businesses seeking to relocate or expand their operations. Maintain a database
containing available land, buildings and contacts, all in an effort to match potential businesses
with available facilities. This database should be updated regularly and made available to Town
staff, as designated by the First Selectman. Materials should be made available for posting on
the Town’s website.
4. Plan and develop strategies working with the First Selectman’s Office, local commissions
local groups and Town departments aimed at positive community growth as well as for the
general promotion of the Town’s community development efforts.
5. Attend Economic Development Commission as required. Attendance at some Town meetings
may be required. Monthly or quarterly reports should be issued to the First Selectman’s Office or
its designee.
6. Assist in development/implementation of the POCD if requested. Assist in development of any
economic development policies.
7. Assist in developing resources to promote local Workforce Development
8. Engage stakeholder groups and individuals in the economic development process.
9. Other services that may be required by the Town.
Subject to successful negotiation, the Town will expect the awarded consultant to begin work
immediately. The First Selectman’s Office or its designee will be the Town’s day-to-day contact,
who will be responsible for directing and coordinating all activities planned and executed under
this RFP.
SELECTION CRITERIA
The following criteria will be used by the selection committee in evaluating proposals and
determining the most qualified consultant:
1. The Consultants technical understanding of the scope of services as evidenced by the
proposal submitted.
2. The specific background, education, qualifications and relevant experience of key personnel
to be assigned to this contract.
3. Availability and References
4. Knowledge of the Town of Woodbridge, or ability to quickly learn about the Town.
It is anticipated that the Town will select those firms/individuals deemed “most qualified” and
will invite them to make a detailed presentation to Town officials.
DETAILED PROPOSAL
Provide a written discussion in sufficient detail to demonstrate the Consultant’s understanding of
the scope and professional services being requested.
Provide a detailed summary of the firm’s or individual’s experience and history to show
capability of providing services required.
Identify key personnel, if applicable, to whom the firm will assign to perform services under this
contract. Provide resumes of all key personnel.
Provide a detailed cost for the scope of proposed services.
Provide a minimum of three (3) professional references. Include contact names and numbers.
GENERAL INSTRUCTIONS TO BIDDERS
The following instructions and specifications shall be observed by all bidders:
1. PROPOSAL COMPLIANCE
Bids shall be submitted with all required information. Incomplete submissions may be cause
for disqualification of the bid. Bids must be signed by an authorized representative of the
bidder.
The Town of Woodbridge shall be the sole judge as to whether any bid complies with these
specifications, and such a decision shall be final and conclusive. Bidders shall state any
exceptions taken to the bid specifications.
2. BID RETURN ENVELOPE
All bids shall be submitted in sealed, opaque envelopes clearly labeled with the name of the
bidder, his address, and the words “BID DOCUMENTS”. Please clearly mark your envelope
with the bid title and opening date to prevent opening of a sealed bid prior to the opening date.
Proposals submitted in unmarked envelopes which are opened by the Town in its normal course
of business will not be accepted. If time permits, the proposals will be returned to the bidder
informing them that the proposal may be resubmitted in a sealed envelope properly marked as
indicated above. The town will not be held responsible for those bids lost in the mail.
3. BID PROPOSAL/PRICE
Bid prices shall include all labor, materials and equipment necessary to complete the work in
accordance with the contract documents or these specifications and instructions. All prices
must be NET, F.O.B. to the Town of Woodbridge, 11 Meetinghouse Lane, Woodbridge,
Connecticut unless otherwise indicated. Bidders may quote on any, some or all items.
Negligence on the part of the bidder in preparing a bid confers no right of withdrawal or
modification of a bid after such bid has been opened.
The Town of Woodbridge is exempt from the Connecticut sales tax, Federal excise taxes, and
the provisions of the Federal Robinson-Patman Act.
4. WITHDRAWAL OF BIDS
Bids may be withdrawn personally or in writing by the bidder in time for delivery in the normal
course of business prior to the time fixed for opening. Once bids are opened the prices shall
remain firm for ninety (90) days after the bid opening.
5. RIGHT OF REJECTION
The Request for Proposal/bid does not necessarily contemplate an award based solely on price.
The Board of Selectmen or its designee may reject or accept any and all bids in whole or in part
or may waive any informality in bids received if, in its/his/her opinion, it is in the best interest
of the Town to do so, for whatever reason.
6. METHOD OF AWARD—FACTORS
Where more than one item is bid, the Town reserves the right to split the bid award individually
or grouped if it in the Town’s best interest. The delivery date may be a major factor considered
in awarding a contract and may result in an award to a vendor other than the low bidder.
In the event there is a discrepancy between the price written in words and in figures, the price
written in words shall govern.
7. FAMILIARITY WITH LAWS, SITE CONDITIONS AND DOCUMENTS
Each bidder is required to be familiar and comply with the terms and conditions of the
specifications and all other contract documents and with all federal, state, and local laws,
ordinances or regulations which in any manner relate to the furnishing of the equipment,
material or services in accordance with the contract.
The submission of a bid shall be construed as an assurance that the bidder has examined all the
conditions of the bid documents and specifications, and the failure of the bidder to familiarize
himself with conditions related to the specifications shall in no way relieve any bidder from any
obligation in respect to this bid.
8. QUALIFICATIONS OF BIDDER
The Town may make such investigation as it deems necessary to determine the ability of the
bidder to perform the work. The bidder shall furnish to the Town all such information for this
purpose as the Town may request. The Town reserves the right to reject any bid if the evidence
submitted by or discovered by investigation of a bidder fails to satisfy the Town that such bidder
is qualified to carry out the obligations of the contract and to the work contemplated therein.
9. ERRORS, INTERPRETATIONS, AND ADDENDA
Should the bidder find any omissions, discrepancies or errors in the specifications or other
contract documents or should the bidder be in doubt as to the meaning of the specifications or
other contract documents, the bidder should immediately notify the Town Finance Director,
who may correct, amend or clarify such documents by a written interpretation or addendum.
No oral interpretation shall be made to any bidder and no oral statement of the Town or any
agent or representative of the Town shall be effective to modify any of the provisions of the
contract documents. The Town of Woodbridge shall have the right to request clarifications of
bids submitted and hold public hearings for the consideration of the merits of any or all bidders.
10. INDEMNIFICATION
The bidder shall at all times indemnify and hold harmless the Town of Woodbridge and its
officers, agents and employees on account of and from any and all claims, damages, losses,
judgments, workers’ compensation payments, litigation expenses and legal counsel fees arising
out of injuries to persons (including death) or damage to property alleged to have been sustained
by (a) officers, agents and employees of the Town of Woodbridge or (b) the bidder, his
subcontractors or material men or (c) any other person, which injuries are alleged to have
occurred on or near the work or to have been caused in whole or in part by the acts, omissions
or neglect of the bidder or his subcontractor or material men or by reasons of his or their use of
faulty, defective or unsuitable materials, tools, or equipment of defective design in constructing
or performing under this bid. The existence of insurance shall in no way limit the scope of this
indemnification. The bidder shall reimburse the Town of Woodbridge for damage to property of
the Town of Woodbridge caused by the bidder, or his employees, agents, subcontractors or
material men or by faulty, defective or unsuitable material or equipment used by him or them.
Bidder agrees that he will indemnify and hold the Town harmless for all claims growing out of
the lawful demands of subcontractors, laborers, suppliers and assignees. Bidder further agrees
to assume and pay for the defense of all such claims, demands, suits, proceedings and litigation.
