    Addendum #3 to Request for Proposals (RFP) No. 24-29-KB is issued in accordance with the RFP
    Terms & Conditions and is intended to provide additional information and clarification to
    Respondents.
    Addendum #3 consists of one (1) item which is listed below, attached hereto and made a part
    hereof to RFP No. 24-29-KB.
    ITEM 1 – Q&A
    1. We are unable to print the CTC because it is password protected. Can you provide the
    password?
    ANSWER: The Construction Task Catalog® is password protected and cannot be
    downloaded or printed. The successful Contractors will be provided an unlocked version
    they can download.
    2. Is there a way to adjust CTC values post bid if they are determined to be significantly
    lower than market rates or there are errors like missing units for the values presented?
    ANSWER: The CTC will be adjusted at the time of contract renewals.
    3. Two tiers are listed in the RFP – can you bid one or the other or bid both?
    ANSWER: All Offerors must complete BOTH parts (Part 1 – Corporate Profile
    Submission and Part 2 Trade Specific Submission) as their complete proposal
    submission. If Proposal applies to more than one trade or contract type, Offeror must
    submit a separate Part 2 for each trade being proposed.
    4. The checklist within the RFP provides labeling instruction for the included items that
    suggests they are to be saved as individual items. Does the County prefer items on the
    electronic copy be saved individually or as one proposal document (or even a Part One
    document and a Part Two document)?
    ANSWER: The County has no preference, either is fine.
    5. Please confirm that prevailing wage scales are only required to be paid on federally

    funded work.
    ANSWER: The County has not adopted an ordinance for prevailing wage work
    performed on public works contracts.
    6. There doesn’t appear to be separate coefficients for projects requiring Davis-Bacon
    wages. How will contractors be compensated for the extra cost of paying Davis-Bacon
    wages on federally funded work?
    ANSWER: Please see Item 1, Number 6 of this Addendum.
    7. Section 4.2.8 on page 26 of the General Conditions states that “The Superintendent
    employed by Contractor shall have been continuously employed by Contractor for a
    minimum of five (5) years as the primary superintendent on projects of similar size and
    complexity as the Work.” Would the County be willing to accept a Superintendent with
    at least ten years construction experience who has at least two continuous years at the
    Contractor’s firm as long as those two years include primary superintendence on JOC
    projects of similar size and complexity as the Work?
    ANSWER: Yes, ten years of construction experience and two years with the current firm
    would be sufficient.
    8. Article 4.28 of the general conditions states that our superintendent needs to have been
    employed by us for the last five years. Can we use a superintendent employed by another
    firm for some proportion of that 5-year period if his work experience and qualifications
    are appropriate?
    ANSWR: Yes, as long as he/she has at least two years with the current firm and five
    years total experience.
    9. Article 7.8 indicates that considerable general contractor costs including “incidental
    design” and “subcontractor costs” will not be compensable in the event that a job order
    contract is partially or completely canceled after scope development. This represents a
    significant liability to the Contractor. Can you advise how we are supposed to anticipate
    the potential liability for design services that you do not pay us for if the job order is
    canceled?
    ANSWER: The County cannot advise Contractors on how to manage liability.
    10. Can you clarify the extent of design services expected of the contractor? If drawings are
    required we assume that they will be provided by the owner’s design professionals and
    the extent of “incidental design services” is delegated design specific to a RFP and shop
    drawings. Confirmation would be most appreciated.
    ANSWER: The County will follow the limitations for professional architectural or
    engineering services set forth in the Virginia Public Procurement Act (VPPA) § 2.2-
    4303.2.E.
    11. Based on Article 4.95 of the General Conditions, the owner may require the Contractor to
    work overtime and not compensate the Contractor for “jobsite or home office overhead
    supervision costs, commissions, profit or other costs and expenses shall be payable in
    connection therewith.” Can you clarify why the general conditions say this, but an

    adjustment factor for overtime work will be used? If the owner requires the Contractor to
    work weekends, we will need to pay our superintendent to work the weekends and thus
    need to be compensated for this direct cost and the overhead burden associated.
    ANSWER: The appropriate coefficient will be used based on what is identified in the
    scope.
    12. Please confirm offerors are not to include a bid bond or payment and performance bonds
    with their proposal submission, and such bonds are to be done on a task order by task
    order basis.
    ANSWER: Bonds are not to be included with proposal submissions.
    13. Can you confirm that part of scope development will be agreement on what sort of
    general contractor staff will be required including project managers, superintendents,
    laborers, etc. and items such as temporary trailers, toilets, etc?
    ANSWER: these items are considered overhead as discussed in the pre-proposal
    conference, refer to using the CTC for what is included/not included.
    14. Please confirm that part of the project cost will be the project management time required
    for scope development.
    ANSWER: these items are considered overhead as discussed in the pre-proposal
    conference, refer to using the CTC for what is included/not included.
    15. For determination of project cost, can you confirm that project managers and all other
    general requirement costs will be considered as unit cost calculations and not overhead
    included in the cost adjustment factor?
    ANSWER: these items are considered overhead as discussed in the pre-proposal
    conference, refer to using the CTC for what is included/not included.
    16. For calculating job durations for general requirement calculation what is the procedure
    that will be used? Will the GC’s or MEP’s provide a CPM schedule informing the
    general conditions cots?
    ANSWER: The Job Order Completion Time will be discussed and agreed during the
    development of the Job Order. The Contractor will provide a construction schedule with
    the Job Order Proposal showing the completion of the Detailed Scope of Work within the
    Job Order Completion Time. Those durations shall be used to calculate necessary
    quantities of any general condition tasks.
    17. Given that we have no way to anticipate when an RFP and the job will occur can you
    advise whether there is a projected schedule of RFP’s or explain how the County will
    manage General Contractor availability?
    ANSWER: Projects will be assigned based on need, and to balance work load, volume,
    and spend, but is subject to contractor performance.
    18. Can you outline the extent of survey work? There are line items for boundary surveys and
    topographic surveys, but there are not units and the values are low so we cannot evaluate
    whether the values are reasonable.

    ANSWER: A Contractor may accomplish survey work either through a Survey Task
    item (UOM listed) or through a Wage Rate Line item (Rate/hr listed).
