Notes Iowa State University of Science and Technology (ISU) is soliciting p rice proposals from service providers to provide consulting and agency services associated with natural gas markets and commodity procurement for the ISU Utility Plants. The ISU - Service Provider relationship would be established utilizing ISU’s Contractual Agreement for Natural Gas Consulting Services and Agency Authorization Agreement.

Contractors should read all materials carefully and note the due date.
Contractors must submit all questions in the "Questions" tab related to this bid opportunity.

Question Follow-up question on natural gas hedges for converted coal boilers. For the supply that is currently hedged, does the current natural gas supply contract allow ISU to change suppliers prior to Nov 1, 2027?
Answer ISU is obligated to either use or resell that is currently hedged.

Question Could you explain the 12,000 MMBtu/day agreement with Alliant Energy. Is this to cover April-October firm capacity outside of the NNG TFX winter only capacity? Or is the Alliant transportation for additional capacity on top on the NNG capacity?
Answer

The NNG winter firm provides ISU 9600 MCF of firm capacity to Story City during the Nov. to March months. The Alliant contract provides 12,000 MCF firm capacity from NNG’s Story City delivery point to our facilities year round. The agreements work in “series” with each other – NNG delivers to Story City, Alliant accepts the gas at Story City and delivers to ISU.

Question Is there any NNG capacity owned by Iowa State for April through October?
Answer ISU does not have NNG capacity during the April – October at this time, or have recently explored the need / cost.

Question It appears that the attachment for 2022 consumption in the attachments tab is only for the coal usage, I do not see the gas usage unless I am missing it there. Thank you.

Do you have the daily usage history for all locations for the last couple of years?

Answer Under the Attachments Tab please find document 2022 Consumption with 2022's usage. Listed both natural gas and coal the University used for 2022. ISU will discontinue coal usage in March / April 2023, replacing the coal with natural gas.

Question Total NNG capacity is 9200/day? Is this for Apr-Oct and Nov-Mar?

Answer NNG capacity of 9200/day is during the winter months, November - March.

Question Natural gas for coal boiler replacements. The RFP Specifications has "Four years of replacement gas volumes, between November 2023 and October 2027, were procured separately from the natural gas hedging plan." Can you explain this further in regards to financial and or/physical hedges in place?
Answer
The chart provided identifies the amount of hedged gas for ISU's three packaged gas boilers. In addition to this, ISU has hedged gas for the converted coal boilers beginning Nov. 2023 through Oct. 2027. The annual volumes for this hedge are under the Attachment Tab labeled Hedge Gas for 3 Gas Boilers.

Question Does Iowa State University have alternative fuel sources?
Answer Three of ISU’s boilers are capable of burning #2 fuel oil, which is stocked onsite. Currently, fuel oil can only be used during a Force Majeure event or 48 hours per rolling 12 month period for testing purposes. Iowa State will be seeking to reclassify the three boilers this coming spring, extending the fuel oil use to 200 hours per rolling calendar year.
