Iowa State University of Science and Technology (ISU) is soliciting information from qualified contractors to provide proposals for Postal Equipment and Software for Iowa State University (ISU) Postal and Parcel Services as described herein.
Contractors should read all materials carefully and note the due date.
Contractors must submit all questions in the "Questions" tab related to this bid opportunity.
Bid responses will ONLY be accepted online via ISUBid. Please allow adequate time to review and submit your response prior to the deadline.

It is not necessary for ISU to provide a completed sample of the postal card with the barcode, the sample postal card was only provided as information on what ISU is currently doing.

Can you explain your chargeback accounting process, including any applicable levels?

Answer
|
Our chargeback accounting process utilizes an internally developed program to extract mailing and shipping data from vendor software to allow for the download of information into the University’s accounting system in Workday. This information may include Date, type of service, quantity and cost.

Business rules are primarily determined by both the vendor in conjunction with the University during the set-up configuration of the machines. (i.e. rate and class categories for the USPS)

Iowa State University can push data in real-time but cannot access our database. We can accomplish this with our RTI tool, but it requires a Statement of Work (SOW). To create an SOW, we need to know what data elements you require to be exported.

Iowa State University can push data in real-time but cannot access our database. What connection method would be used? ODBC, flat files, direct SQL insert statements or Rest API?

Please see paragraph in bid below:
The software used by Postal and Parcel Services to communicate with the current postal equipment is an application developed in-house and runs from our internal billing platform application. ISU uses an ODBC connection to communicate with the current postal equipment and would expect to use the same type of connection with the new proposed equipment. Preference would be for a REST API over connecting to a data base. EMS Manager is the current accounting software on each unit. The software communicates with the meter as the mail is processed and captures information about the transaction (piece count, amount, weight of each piece etc.) The information collected is transmitted into an Access data base on the hard drive of the computer attached to the unit. The same information is also transmitted to a remote Access data base on a server. ISU is currently using Windows 11 as the operating system
