Business Need
The Iowa Department of Transportation is seeking a partner to host their public website in a fully supported, vendor-operated data center. As our public website is a mission-critical operation, we want to choose the right infrastructure for our hosting needs. The website, iowadot.gov, is currently hosted in a DotNetNuke (DNN) based Web Portal architecture and will need to remain in the same setup.
In addition to hosting, we are also looking for a consultant to provide system maintenance support, programming, and module and skin development.
No subcontracted developers outside the United States.
Additional Information
Responders shall furnish any requested information within three (3) working days after notification from the purchasing agent.
Contract Award
Award will be made for any one group or combination of groups. All items within a group must be bid to be considered for a group award.
It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule.
Contract Period
The Contractor will be awarded a one (1) year contract with an option upon mutual agreement between both parties to renew for five (5) additional years in twelve (12) month increments.

Estimated on or before June 1, 2023
Contract End Date
Estimated on or before May 31, 2024

Question What type of access are they going to need to the servers? FTP, Remote SQL, RDP connections etc?
Answer The DOT web team would need access to SFTP. Our consultant may need access to remote SQL and other server tools depending on who is awarded the consultant contract.

Question What is meant by "Web Application Firewall"? Are you asking for added security in addition to the standard practice server protection?
Answer A Web Application Firewall is a firewall that filters, monitors and blocks HTTP traffic to web back ends. It is a standard practice to have an external facing website behind a WAF to prevent a number of web attacks like scraping, Denial of Service, SQL injection and a number of others. Our domain iowadot.gov must be behind an enterprise grade WAF (Azure, AWS, Cloudflare, Akamai)

Question Can you please explain what is meant by an "active/passive failover configuration"?
Answer This is a failover configuration where a clone of the production environment is in a ‘standby’ state and is getting data updates from prod so that in an event (outage, security, environment etc. ) production can be failed over to the passive node to keep production environment alive.

Question Please clarify what is meant by "Responsive time must be within one hour".
Answer If we put in a ticket for support, we would expect to have a response from the support team within one hour from the time we put in the ticket. This does not necessarily mean it will be resolved in an hour. We would want the response to confirm you are working on the issue or asking follow up questions.

Question The RFP states: Consultant must be accessible Monday – Friday 8:00 a.m – 4:30 p.m CST and Response time must be within one hour and resolved within 24 hours or provide updates at least every 6 hours until resolved. Can you clarify if the response would be within the accessible business hours (8-4L30 CST) or is a 1 hr and 6 hr response is expected outside of business hours? For instance, if a request comes in at 11 pm CST, when would the response be expected? Also, if we tell you a request will take 3 business days to complete, do you still expect updates every 6 hrs, and how do those 6 hrs apply outside the accessible business hours?
Answer The response time would only be during business hours. If a timeframe for a resolution is provided, there will be no need to have the updates every 6 hours. The most important thing is to keep our team updated and have open communication.

Question For the quarterly invoices for Consulting, is the desire to take the 300 hours and divide evenly? Or quarterly invoice at the end of each quarter for hours used?
Answer Billed at the end of each quarter for hours used.

Question Based on the line attributes can we confirm the desire is to break hosting payments into 4, with the initial invoice being sent at the start of the project and then quarterly thereafter?
Answer For the hosting, send us 4 invoices throughout the year with the first one being after hosting is up and running and then quarterly after that.
