Sealed bids for Bid Request No. 2023-046 for the Johnson County Wastewater Mill Creek Wet Weather Storage Facility Project shall be submitted electronically via IonWave until 2:00 PM CT, November 7, 2023, at which time they will be publicly opened and read aloud via Zoom Video Conferencing at the link provided in the Activities Tab.
This Project comprises a 5.3 million gallon underground concrete storage tank, a 30 MGD pump station, and associated equipment and appurtenances.
A MANDATORY Pre-Bid Conference will be held at 10:00AM CDT on October 11, 2023, via Zoom Video Conferencing at:

A MANDATORY Pre-Bid Site Visit will be held at 10:00AM CDT on October 12, 2023, at the Johnson County Parks and Recreation Department maintenance facility located at 6555 Vista Drive, Shawnee, Kansas 66218. Please gather in the parking lot. Bidders are required to attend both the Pre-Bid Conference and Site Visit to be able to participate in this bid opportunity.
Questions must be submitted via IonWave no later than 12:00PM CT on October 31, 2023, to allow adequate time to issue an addendum, if needed.
Copies of plans and specifications are available through IonWave or can also be seen and purchased for a Non-Refundable fee online at www.drexeltech.com in their eDistribution plan room; additional assistance is available at distribution@drexeltech.com .
Bidders must submit the following as part of their bid:
  • Bid Bond issued by a surety company licensed to do business in the State of Kansas in the amount of five percent (5.0%) of the total amount of their bid. Said guarantee shall be made payable to the Board of County Commissioners of Johnson County, Kansas. A sample form is provided in the Project Manual.

  • Materials/Equipment Manufacturer Questionnaire - form provided in Project Manual and as a separate Attachment

Question Due to availability concerns of Pipe 8 Std permanent casing for the rock anchors, is casing of equal or greater structural capacity acceptable?
Answer Casing of equal or greater is acceptable. It does not need to toe into the bedrock.

Question The ball valves specified in specification section 33 12 16, paragraph 2.02, are not available in the 2-inch size for the material indicated. What options are available here?
Answer
Using stainless steel construction, in lieu of ductile iron, is an acceptable material. Acceptable manufacturers for this type of 2-inch valve are:



Conbraco Industries, Inc.; Apollo Valves.


Crane Co.; Crane Valve Group; Jenkins Valves.


NIBCO INC.


Milwaukee Valve Company.

Question Can you please provide upstream information regarding the 18” line entering the Sanitary Sewer Manhole JCC #MCR1 (30)005 that is shown on sheet C002?

Question Can the General Liability requirement be satisfied using an Umbrella policy?
Answer Contractor may meet the policy limits specified herein for commercial general liability (CGL) insurance through a CGL policy alone, or through a combination of the CGL policy’s limits and the policy limits of a following form umbrella or excess liability policy that is at least as broad in coverage as the CGL policy, as required herein. If such an approach is taken to satisfy the CGL requirement, then the total combined limits of the two policies must meet or exceed the combined aggregate coverage of the required CGL insurance plus any umbrella or excess liability requirement also specified as a requirement under this Contract. (By way of illustration only, if the Contract requires $2M/$4M in CGL coverage and $5M in excess/umbrella coverage, then a Contractor may combine a CGL policy with limits of $1M/$2M with a following form excess policy with limits of at least $7M.) The Owner will need to review the umbrella policy to ensure that it meets the Owner's requirements. If not, the Contractor will need to modify the policy as request, at no additional cost to the Owner.

Question Does the $50k deductible requirement apply to all hazards, including earthquake, flood, wind/hail and more?
Answer Remove the following sentence from Additional Supplementary Condition SC-5.06, paragraph A: "The deductible amount shall not exceed $50,000."

Question What are the flood limits needed for the contractor’s Builders Risk Policy? It is improbable that the coverage for flood insurance can be achieved for the full contract amount. Regardless, the premium will be significant for a policy covering the full contract amount.
Answer Add the following sentence at the end of Additional Supplementary Condition SC-5.06, paragraph A.2: "a. Limits as they pertain to flood and/or earthquake perils shall be not less than $10,000,000."

Question Per section 03 30 00: 3.9 E Water Leakage Test, does the water for this purpose need to be potable?
Answer Potable water is acceptable. If this method is used, it is the contractor's responsibility to obtain the water. It is the contractor's responsibility to verify water rates and charges. Water from Mill Creek is also acceptable for tightness testing. If the contractor chooses this method, the contractor is responsible for obtaining all necessary permissions from the authorities having jurisdiction to use this water. Water from Mill Creek CANNOT be drained back into the sanitary sewer system. After tightness testing, the contractor will be responsible for cleaning the structure(s) and removing any sediment that remains in the tank/pump station after the testing water has been removed so that the sediment does not enter the sanitary sewer system. There may be other water sources than the two mentioned in this response. Using sanitary sewer water is not a viable option.
