Notes:
UMC is temporarily re-opening this project due to no responses received on March
20, 2024 (initial submission deadline).
As provided for under section NRS 332.148, with no responses received, the
contract may be let without further solicitation.
UMC’s governing body or its authorized representative shall entertain any response
which is submitted within seven (7) days following the issuance of this notice. For
those interested, go to the “Attachments” tab, and complete and submit all required
documentation in NGEM.
U.S. MAIL DELIVERY, FAXED, EMAILED AND HAND DELIVERED PROPOSALS
ARE NOT ALLOWED AND WILL NOT BE CONSIDERED.
In keeping with the seven (7) day waiting period per NRS 332.148, this notice will
expire seven (7) days from the date of this notice.
A new Request for Proposal may be issued after the expiration of this notice.

Solicitation Responses Due Date

Proposals submitted electronically through NGEM are due NO LATER THAN 10:00 P.M. PST ON APRIL 12, 2024.
“Submitted” means that the Proposer has: 1) provided all required responses and attachments; 2) digitally signed the
Proposal on the Response Submission Tab; and 3) received a confirmation after clicking the Submit Response button.
After the deadline has passed, the NGEM system will not allow a Proposer to submit a Proposal and the server clock
will govern. Partial RFP responses will not be accepted.

3 Evaluation Period Acknowledgment

notified in writing by UMC’s Designated Contact of the top Proposer(s) selected for this solicitation via a Notification

UMC’s Designated Contact may post Addendum(s) on the NGEM website in the Attachments Tab, if updates are
needed for this solicitation. Proposer acknowledges responsibility for ascertaining the issuance of any and all
Addenda through NGEM prior to the Proposal Close Date, and agrees to comply with all terms, conditions and
specifications contained therein prior to the submission of their Proposal.

6 Method of Award Acknowledgment
This Proposal is a solicitation subject to evaluation and/or negotiation and is exempt from the requirement to award
to the lowest responsive and responsible Proposer. UMC reserves the right to take into consideration factors other
than price when evaluating Proposals. Award, if any, will be for the most advantageous Proposal(s) in the best
interest of UMC. Proposer acknowledges review of the “General Conditions” and “Scope of Services”, available in
the Attachments Tab, and understands and accepts this method of award.
