RELEASE DATE: February 13, 2024
Carson City invites consulting firms to submit Statements of Qualifications (SOQs) for
Professional Consultant Services to support various public infrastructure and facility projects
that are anticipated over the next few years. SOQs shall be submitted in accordance with the
Documents and Requirements as set forth in the formal "Request for Statement of
Qualifications."
SOQ DOCUMENTS may be obtained from the Carson City website https://www.carson.org/Bids
SOQs will only be accepted via online submissions through the Nevada Government Electronic
Marketplace (NGEM) site, https://nevada.ionwave.net/
by no later than 2:00 pm on March 12, 2024.
RECOMMENDATION FOR SELECTION will be made by the Public Works Department
based on the evaluation results of the City Review and Selection Committee. Once the
committee has established Ranked and Unranked lists for each service category, the results
will be posted on the City’s website www.carson.org/bids. Ranked and Unranked lists will be
displayed in alphabetical order by firm name. Selection for a Ranked or Unranked service
category does not guarantee any particular future contract(s).
FINAL SELECTION will be made by the Public Works Director for Carson City.

INTRODUCTION (General Information)
1.1 The intent of this request is to establish an on-call list of qualified consulting firms for
various disciplines for 2024 through 2026 to support various public infrastructure and
facility projects that are programmed over the next two years. The list may be utilized
beyond 2026 at the discretion of the City Engineer. The professional service contracts
resulting from this request will only be used on local or State funded projects. All
Federally funded projects will require separate request for proposals (RFPs) for
professional services. In accordance with Nevada Revised Statute 625.530, Carson City
utilizes a qualifications-based selection process for the procurement of professional
services. The SOQ process helps the City to expedite the implementation of projects on
our capital improvement plan.
The SOQs are requested for the various service categories described in Section 3.
These service categories consist of both Ranked and Unranked categories. Ranked
categories include professional services that the City anticipates using on planned
projects over the next two years. Unranked categories include professional services
for which the City does not currently have potential projects identified, however the
need for these projects and support services may arise in the future.
Projects may be assigned in several different ways:
An individual project may be assigned to one of the qualified consulting firms
on the Ranked list for the service category.
A qualified consulting firm from the Unranked list may be selected by the City
from the appropriate service category based on their respective project
experience and qualifications.
At least three qualified consulting firms from a service category may be invited
to participate in a request for approach process or participate in a short
interview to determine which firm’s qualifications and experience best match
the project requirements.
The City may issue a separate RFP and solicit responses for individual
projects from all interested firms nationwide, independent of the established
SOQ lists.
1.2 A City Review and Selection Committee created for this specific purpose will evaluate
the SOQs submitted.
1.3 During evaluation, the City Review and Selection Committee reserves the right, where
it may serve the City's best interest, to request additional information or clarification
from the consulting firm, or to allow corrections of errors or omissions. Oral interviews
may be conducted by the City Review and Selection Committee.
1.4 Submission of a SOQ indicates acceptance by the consulting firm of the conditions
contained in this Request for Statement of Qualifications.
1.5 The use of the term "firm" refers to consultant firms with certified personnel, doing
business in the United States and duly registered in the state of Nevada with business
license paid to the Consolidated Municipality of Carson City after selection of the firm.
Depending on the type of project, the City may accept one or more firms teaming up
for joint venture with a Nevada-based firm to prepare the required services, but the
City will recognize such a consortium as a single entity only with one juridical
personality.
1.6 There is no expressed or implied intent or obligation for Carson City to reimburse
responding firms for any expenses incurred in preparing the SOQs as well as travel
expenses during interviews in response to this Request for Statement of
Qualifications.

2.1 Until the receipt and opening of SOQs, each firm’s principal contact with Carson City
will be as listed below. All questions are to be submitted in writing and potential firms
will receive copies of all questions and answers except for the questions that are
considered proprietary. Questions that are considered proprietary by Public Works will
only be answered to the firm who asked the question. Questions will only be received
through February 27, 2024, by 2:00 pm.

2.2 All contacts regarding the SOQ should be with the above-named individual only. Firms
contacting other City staff, City officials, members of the Carson City Board of
Supervisors, may be disqualified for doing so.

SOQ SUBMITTAL REQUIREMENTS:
3.1 Submission of SOQs:
SOQs are required to be submitted on the provided Carson City Statement of
Qualification forms. Each firm shall submit the following:
3.1.1 One (1) copy of the Consultant Data Form.
3.1.2 One (1) copy of SOQ submittal form for each Ranked or Unranked category
submission.
Carson City will only be accepting online submissions through the NGEM site. Hard
copies or electronic copies (USB) will not be required to be mailed in.
Carson City uses the Nevada Government Electronic Marketplace (NGEM) to facilitate bidder
registration, solicitation publishing, and to transact solicitations electronically.
All Carson City vendors are encouraged to register to receive solicitation notices by email and a
login to access and respond to online solicitations. There are no fees to register and/or
participate in NGEM. https://nevada.ionwave.net/
3.2 Service Categories:
Carson City will develop Ranked and Unranked lists for the following service categories:
Architectural Design - UNRANKED
Provide professional architectural design and support services, which may include, but
not limited to space needs assessments, design and preparation of construction plans,
specifications and bid documents for various City-owned facilities and/or associated site
work, for new construction, remodels, additions, and restorations.
Past project examples include Fire Stations, Fleet Metal Buildings, Courthouse
Expansion, Animal Shelter, Detention Facility, Warehouse Expansion, and Office Space
Tenant Improvement projects.
Construction Management - UNRANKED
Provide professional construction management which may include, but not limited to
project documentation, document control, preparation of pay requests and change
orders, schedule tracking and review RFIs & submittals, plan review, coordination with
engineering team and testing firms and pay request approvals for a variety of public
works projects to ensure compliance with project plans and specifications.
Past project examples include Complete Streets, WRRF Upgrade and Rehabilitation,
Water Treatment Plant Rehabilitation, Utility Infrastructure Rehabilitation, Fire Station
projects.
Cost Estimating, Scheduling, and Constructability Review - UNRANKED
Provide professional cost estimating, scheduling, and constructability review services,
which may include, but not limited to analysis and development of project construction
schedules, detailed construction cost estimating, independent cost estimating (ICE) and
risk reserve development for alternative delivery projects, value engineering (VE), and
constructability review of plans and specifications.
Past Projects Include: Complete Streets CMAR and Low Bid, EOC, Fire Station, WRRF
Facilities, Multi-Use Pathways, Utility Replacements, and WTP projects.
Development Engineering Plan Review - UNRANKED
Provide professional development engineering plan review services, which may include,
but not limited to: investigation of engineering related complaints, review of traffic control
plans, perform field inspections of projects, review of development agreements, maps,
technical studies and improvement plans for land development projects in accordance
with the Carson City Municipal Code, Standard Specifications for Public Works
Construction, Carson City Standard Details for Public Works Construction and other
standards and requirements.
Past Projects Include: Plot plans, Elevation Certificates, Sub-Divisions, Commercial
Developments, and Traffic Impact Study review.
Electrical Engineering, Process Controls & Integration - UNRANKED
Provide professional electrical engineering services, which may include, but not limited
to design and preparation of construction plans, specifications and bid documents for
site and street lighting; and electrical systems design, including controls,
instrumentation, and automation, related to water, wastewater, transportation, building
and other facility improvements.
Past Projects Include: WRRF Electrical and Control Upgrades, Generator Upgrades,
Site Lighting Design, Communication Sites, Lift Station Electrical and Control Upgrades,
and Undergrounding Design projects.
Environmental Services - UNRANKED
Provide professional environmental services, which may include, but not limited to:
preparation of technical documents for regulatory agency submittal, environmental
permitting, environmental clean-up and restoration, environmental sample collection and
testing, preparation of environmental assessments and impact statements,
environmental modeling, asbestos and other hazardous material abatement consulting,
biological, botanical, paleontological, archeological, waters of the U.S. assessments, as
well as other Federal, State and Local entities permitting requirements.
Past Projects Include: Multi-Use Path, Complete Streets, Sewer Utility Extensions, and
WTP Rehabilitation projects requiring EID, NEPA, and SHPO concurrence.
Geographic Information Systems (GIS) - RANKED
Provide professional geographic information systems (GIS) services, which may include,
but not limited to: geodatabase design, scripting, GIS programming, map production
(electronic and hard copy), data creation, data import/export, spatial analysis, web
application support and maintenance, technical consulting, solutions engineering,
systems integration, software implementation and configuration, server administration
and technical support, strategic planning, asset management support services,
development of mobile applications for data inventory collection and inspections, and
departmental GIS services and support.
Past Projects Include: UI and Database Development, Parcel Fabric Maintenance,
Record Map Indexing, Map Exhibit Support, and Interactive Maps for Public Projects.
Geotechnical Engineering - RANKED
Provide professional geotechnical engineering services, which may include, but not
limited to investigation and analysis of geotechnical conditions, conduct plant and/or field
sampling, inspection, and perform standardized laboratory tests in accordance with
regional and national standards and procedures, and provide recommendations for
structures typically associated with utility and transportation projects, including
evaluation and recommendation of repair methods for structural failures.
Past Projects Include: Complete Streets, Facilities, and Utility Projects.
Grant Writing Support Services - RANKED
Provide professional grant writing support services for federal and state transportation
(USDOT, NDOT) related grant opportunities which may include, but is not limited to:
reviewing grant application and schedule requirements, identifying critical review dates
and deadlines, reviewing available information and data for the eligible project(s) being
proposed for grant application consideration, preparation of the required narrative for the
grant application, assisting Carson City in organizing the necessary supporting
documentation, and preparing a Benefit Cost Analysis (BCA) of the project. Example
grant opportunities may include Community Development Block Grants (CDBG) and
grants associated with the federal infrastructure law (Investment Infrastructure and Jobs
Act).
Past Projects Include: Complete Streets, TIGER and RAISE grant submission, Septic
Conversion, and Water Treatment Plant projects.
Ground Water Development and Hydrogeologic Engineering - UNRANKED
Provide professional hydrogeologic engineering and groundwater development services,
which may include, but not limited to well development and rehabilitation, well design,
testing and supervision, and groundwater supply development.
Inspection Services - UNRANKED
Provide construction inspection services which may include, but not limited to project
documentation, daily reports, inspection and recommendation of approval for utility and
street improvements, specification conformance, change order review, and coordination
of material testing for a variety of public works projects to ensure compliance with project
plans and specifications.

Land Surveying - RANKED
Provide professional land surveying services, which may include, but not limited to
topographic surveys, boundary surveys, legal descriptions, and right-of-way surveys.

Provide professional landfill design and support services, which may include, but not
limited to: facility planning and operations, design and preparation of construction plans,
