Project Description: Sealed proposals for South Church Street (SR 0222) and 4th Street Signal Upgrades in Quarryville Borough, Lancaster County will be received online via the PennBid Program (https://pennbid.bonfirehub.com) by Quarryville Borough until 2:00 PM, Prevailing Time, on Tuesday, September 29, 2026, at which time they will be publicly opened via PennBid. Quarryville Borough will take action on the Bid on Monday, October 5, 2026.
The bidding process, contract, and conduct of the work must meet the requirements of the Green Light-Go Program Grant/Reimbursement Agreement, which has been entered into by Quarryville Borough and the Commonwealth of Pennsylvania Department of Transportation. The agreement obligates Quarryville Borough to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidder’s attention is directed to Division 2, Appendix A of the bid package, which contains the Green Light-Go Agreement and related Additional Provisions as an attachment. These documents outline the specific requirements of the Green Light-Go program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
The bids must cover all costs for the completion of this project as set forth in the Project Manual. The principal items of work to be performed under the contract are: installation of Radar Advance Dilemma/Density Zone Detectors, Stop Bar Radar Detectors, equip existing signals with backplates with retroreflective yellow border, traffic signal timing modifications, controller replacement, replacement of existing pedestrian push button signs, installation optical emergency vehicle pre-emption system, and work of similar nature.
All Bidding documents will be available Friday, August 28, 2026. All Bidding documents are available online at no cost at (https://pennbid.bonfirehub.com).
Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as oblige Quarryville Borough, Lancaster County. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.
Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. All bidders must be PennDOT pre-qualified and are required to submit an executed anti-collusion statement with the bid.
Bidders are advised that they must comply with and execute the sexual harassment and non-discrimination clause.
The Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00. There is a zero percent (0%) requirement for MBE and/or WBE participation.
A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.
A pre-bid conference will be held for this project on Monday, September 14, 2026, at 9:00 AM at the Quarryville Borough office 300 St. Catherine Street, Quarryville, PA 17566. The pre-bid conference is not mandatory.
Quarryville Borough hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Quarryville Borough.
