This update is to publicly post a question received and government's response.

Question: Do you have an approved or preferred make / model automated railcar air brake test machine?

Answer: The government does not have a preferred make/model and interested vendors may quote any item that meets requirements listed in the solicitation. For informational purposes, during market research, the government reviewed and found Wabtec’s Automated Single Car Test Device (ASCTD) would be approved. The government emphasizes any brake test device quoted will be evaluated in accordance with the criteria listed in the solicitation and no competitive advantage given based on if this make/model is submitted.

All terms and conditions remain unchanged.

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, has a requirement for the manufacture and delivery of twenty-five (25) Railway Boxcars and one (1) Automated Railcar Air Brake Test Machine and Calibration Kit to the U.S. Naval Weapons Station in Earle, NJ. Please note: Any questions, clarification requests, or other inquiries pertaining to this solicitation MUST be submitted no later than 12:00 pm Eastern Daylight Time (EDT) on June 24, 2025. A quotation shall be submitted to the Contracting Officer’s attention no later than 3:00pm EDT July 2, 2025. Both must be submitted via email to melissa.reams@dot.gov.
