Deadline Extension: The due date for responses has been extended to February 24, 2026, at 10:00 a.m. MST.
New Attachment: A "Tank List" summary has been added to the attachments section. This document provides summary of tank locations, capacity, quantity, and ownership (Government vs. Contractor).
Estimated Quantity: The estimated annual propane requirement is approximately ~1,000,000 gallons. This is based on historical data, including ~900,000 gallons delivered in 2025.
Important Note: This estimate is for planning purposes only. Actual propane requirements can fluctuate significantly due to variable factors, including weather conditions, operational tempo, and other governmental needs.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform propane delivery and supply services as defined in the DRAFT Performance Work Statement (PWS) attached to this announcement (Attachment 1). The contractor shall ensure that propane tanks, both government-owned and contractor-owned, maintain usable fill levels, with a minimum requirement of 20% tank capacity for tanks greater than 30 gallons. The contractor will be responsible for accurate accounting, invoicing, and reporting as required by the contract. There shall be no propane outages on the installation unless approved by the Contracting Officer (KO) or the Contracting Officer Representative (COR).
Dugway Proving Ground (DPG) is situated in a remote area approximately 90 miles southwest of Salt Lake City, UT, with significant distances to the nearest town and natural gas infrastructure. Due to the lack of natural gas within 40 miles, DPG relies on propane for its energy needs. The installation has propane tanks ranging in size from 5 gallons to 30,000 gallons, primarily owned and maintained by the current contractor.
