GENERAL NOTICE
The Kiln Utility and Fire District of Hancock County, Mississippi (Owner) is requesting
Bids for the construction of the following Project:
Water Improvements
Firetower Road (From Hwy. 43 to Hwy. 603)
Separate sealed bids for the construction of the Project will be received at the Kiln Utility
& Fire District office located at 16154 Fire Department Road, Kiln, MS 39556, until
Wednesday, January 21, 2026, at 11:00 A.M. local time. At that time, all bids received
will be publicly opened and the bid amount read aloud.
The work included in the Contract shall consist primarily of Construction of the
following items:
Installation of approximately 2.5 miles of water distribution line, valves, and fire
hydrants and connection of approximately 50 customers

Plans and Specifications are being made available via hard copy or digital download.
Plan Holders are required to log-in or register for an account to view or order bid
documents at www.phbidding.co. Bid documents are non-refundable and must be
purchased through the website. Questions regarding website registration and online
orders are to contact the Plan House at (228) 248-0181. No partial sets of drawings or
project manuals will be issued. No contract documents (hard copies or electronic copies)
will be issued to Contractors within twenty-four (24) hours of the time indicated above
for receiving bids.
The PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS may be examined at the
following locations:

INSTRUCTIONS TO BIDDERS
Bids must be submitted upon the standard forms contained within these contract
documents furnished by Engineer, noted in the Information for Bidders. Each bid shall
be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a
Surety Company licensed to operate in the State of Mississippi, in the amount of five
percent (5%) of the total bid price, payable to the owner as bid security. Bidders shall
also submit a current financial statement, if requested by the Owner. The successful
bidder will be required to furnish a Performance Bond and a Payment Bond each in the
amount of one hundred percent (100%) of the contract amount.
The required documents shall be submitted in a sealed envelope and the outside of the
envelope shall be marked plainly as: Water Improvements - Firetower Road (From
Hwy. 43 to Hwy. 603) and the Certificate of Responsibility Number.
Bids shall be deposited with the Kiln Utility & Fire District, 16154 Fire Department
Road, Kiln, MS 39556, or for those interested, bids can be submitted at
www.phbidding.co under the project page, prior to the hour and date designated above.
No oral, telegraphic, telephonic, or e-mail proposals shall be considered. All
interpretations of drawings and specifications shall be directed to Christina Shurley at
Chiniche Engineering and Surveying by email to: christina@chiniche.com. An
acknowledged received copy of all Addenda issued by the Engineer via Plan House must
be included with the bid proposal. No bidder may withdraw his bid within sixty (60) days
after the date of actual bid opening without Owner’s consent. The Owner reserves the
right to reject any or all bids and to waive any or all informalities.
All construction contracts by the district where the amount of the contract shall exceed
Ten Thousand Dollars ($10,000.00) shall, and construction contracts of less than Ten
Thousand Dollars ($10,000.00) may, be made upon at least three (3) weeks’ public
notice. Such notice shall be published once a week for at least three (3) consecutive
weeks in at least one (1) newspaper published in such county or having general
circulation therein. The first publication of such notice shall be made not less
than twenty-one (21) days prior to the date fixed in such notice for the receipt of
bids, and the last publication shall be made not more than seven (7) days prior to
such date. The notice shall state the thing to be done and invite sealed proposals, to be
filed with the secretary of the district, to do the work. In all such cases, before the notice
shall be published, plans and specifications for the work shall be prepared by a
registered professional engineer and shall be filed with the secretary of the district and
there remain. The board of commissioners of the district shall award the contract to the
lowest responsible bidder who will comply with the terms imposed by such

commissioners and enter into bond with sufficient sureties to be approved by the
commissioners in such penalty as shall be fixed by the commissioners: however, in no
case shall such bond be less than the contract price, conditioned for the prompt, proper
efficient performance of the contract. Contracts of less than Ten Thousand Dollars
($10,000.00) may be negotiated; however, the board of commissioners shall invite and
receive written proposals for the work from at least three (3) contractors regularly
engaged in the type of work involved.
Minority and women’s business enterprises are solicited to bid on this contract as prime
contractors and are encouraged to make inquiries regarding potential subcontracting
opportunities and equipment, material and/or supply needs.
This contract is funded in whole or in part by funds as is established in the Safe
Drinking Water Act’s State Revolving Loan Funds (42 U.S.C. 300j-12); therefore, this
project must comply with the American Iron and Steel requirements of the Act.
Any contract or contracts awarded under this invitation for bids are expected to be
funded in whole or in part by anticipated funds from the Drinking Water Systems
Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of
Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water
Systems Improvements Board, nor any of their employees is or will be a party to this
invitation for bids or any resulting or related contracts. This procurement will be subject
to all applicable sections of the Mississippi Code of 1972, Annoted, as they apply to local
governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
Work to be performed shall be in accordance with all Federal, State and Local
Regulations and Codes.
