Project Description: Issuing Procurement Unit: State of Utah Division of Purchasing
Conducting Procurement Unit: Division of Fleet Services
The purpose of this RFP is to enter into a contract to provide: Motor Pool Management System .
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code .
The methodology and/or formula that will be used to determine the number of contract awards is: Vendors must meet the Mandatory Minimum Requirements as listed in the documents section before moving on to the scoring phase. Technical criteria will be scored on a 0-5 scale by an evaluation committee and the offeror must provide a point-by-point response to the Technical Criteria topics detailed in this RFP. Offeror must meet the minimum technical score threshold of 552.50 points out of 850 points. Offerors who meet the minimum threshold for the technical criteria will move on to the demonstration stage and will be invited for an up to 2 hour demonstration, the demonstration will either be in person or via videoconferencing. Offerors are not required to take the whole time. Offerors should be prepared to give a live demonstration of the system being offered. Demonstration scoring scale has a total of 200 points for the demonstration phase. Scoring and Criteria being evaluated will be given to the Vendors that have advnaced to the Demonstration phase. Offerors who meet the minimum threshold for the demonstration technical criteria of 130 Points will move to the cost stage of the evaluation. Cost will be evaluated using this equation Cost Points x (Cost Points x (Lowest Proposed Price/Proposed Price). The max points will be given to the lowest cost Vendor and the rest will be evaluated based on the Cost Points equation. Total cost points availble is 150 Points. The award will go to the overall highest score. There are 1200 points possible.

Length of Contract: 10 Years
Vendor must guarantee its pricing for the first 5 years of the contract. 30 days prior to the 5 year mark the following applies;The vendor guarantees its pricing for the time period stated in the solicitation. If allowable under this solicitation, a request for price adjustment must be made at least thirty (30) days prior to the effective date. A request for price adjustment must include sufficient documentation (market analysis) supporting the request. Any price adjustment will not be effective unless approved by the Director of the Division of Purchasing. A price adjustment will be guaranteed for the same length of time as the original price guarantee. The conducting procurement unit will be given the immediate benefit of any decrease in the
market, or allowable discount
