INSTRUCTIONS TO BIDDERS

Bid opening will be held virtually on Wednesday, April 30th, 2025 @ 11:30 AM EST. Due to potential delays in email receipt all bids will be due no later than Wednesday, April 30th, 2025 @11:00 AM EST and will be verified via email timestamp. Please email your bids and include a copy of your bid bond to Devan.Bertch@va.gov by 11:00am and the official bid opening will take place at 11:30 am EST. Offerors may call 1 347-566-4838 and enter 670 673 691# as the conference ID to listen to the bid opening. Bids emailed after Wednesday, April 30th, 2025 @11:00 AM EST will be rejected.

Any exception to the terms and conditions of this Invitation for Bid (IFB) will result in a nonresponsive bid.

Failure to provide a definitive price will result in a nonresponsive bid.

Receipt of bids must be in accordance with terms and conditions of this IFB.

Bidders must acknowledge (in writing only) amendments to this solicitation, otherwise a bid may be determined nonresponsive.

The winning bidder must be determined as "responsible" by the Contracting Officer in accordance with FAR Part 9, Contractor Qualifications.
