This document serves as a solicitation for commercial items. Solicitation SPE300-25-R-0038 aims to establish a fully competitive, Market Ready, Bread and Bakery Products contract for various Department of Defense ("DoD") customers, located in the San Diego Zone. The resulting contract will be structured as a firm-fixed price Indefinite Quantity Contract (IQC) featuring two pricing tiers applicable to all items throughout the duration of the contract. The anticipated contract period is from September 21, 2025, to September 20, 2028. Tier 1 will span from September 21, 2025, to March 20, 2027, while Tier 2 will cover March 21, 2027, to September 20, 2028. This acquisition will be conducted on a restricted (Small Business set-aside) basis. The total duration of the contract will be three (3) years, comprising two (2) eighteen-month tiers. The solicitation encompasses one group. All responsible sources are invited to submit proposals that will be evaluated by DLA Troop Support. Copies of the solicitation can be accessed on the DLA Internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil and SAM.gov. If not already registered on DIBBS, prospective offerors will need to download the latest version of Adobe Acrobat Reader, which is available for free at http://adobe.com. The solicitation document, along with its incorporated provisions and clauses, is effective as of Federal Acquisition Circular September 10, 2019. The Government plans to assess offers and award a contract without engaging in discussions with the offeror. Consequently, the initial offer submitted by the offeror should reflect the best terms from both a pricing and technical perspective. Nevertheless, the Government retains the right to initiate discussions if deemed necessary by the Contracting Officer at a later stage. The Government may reject any or all offers if such action serves the public interest; accept offers that are not the lowest; and waive informalities and minor irregularities in the received offers.
