REPLACEMENT OF WATER METERS PROJECT 2024 AMI METER PARTS
The City of Vicksburg, Mississippi, will receive bids/proposals for the water meter parts to replace existing
water meters in the City. Request for Bids/Proposals will be received at the City of Vicksburg City Clerk’s
Office located on the 2nd Floor of City Hall at 1401 Walnut Street, Post Office Box 150, Vicksburg, Mississippi
39180, until 9:00 A.M., Local Time, on January 23, 2026. All RFP’s received will be publicly opened and read
aloud by the Board of Mayor and Aldermen of the City of Vicksburg, Mississippi in the Board meeting at 10:00
a.m. on January 23, 2026 which will be held at the Robert M. Walker City Hall Annex Building located at 1415
Walnut Street, Vicksburg, Mississippi 39180. All bids will be received and taken under advisement.
Bidders/Proposers are cautioned that the City Clerk does not receive the Daily U.S. Mail on or before 9:00 a.m.
Bids will be time-stamped upon receipt according to the City Clerk’s time clock.
The Project includes the furnishing of specified meters, software, hardware, and radios 100% compatible with
the Current Sensus Flexnet water & Gas Meter reading system as part of the project to remove the City’s
existing water meters and replace with AMI water meter system that is fully compatible with the current
billing and finance software system. Meter transmitters will only be replaced as needed to bring the system
to acceptable standards. The meters & Transmitters will be supplied to the installers based on the schedule
approved and will also be an annual contract to purchase new meters as needed. These additional parts will
also be provided to the City.
Owner invites A Unit Price Proposal for the project and Annual Term contract for purchase of meter parts.

Contractor to perform all work and furnish all parts, labor, equipment and materials required by the
specifications and the drawings referred to therein.
The City of Vicksburg, Mississippi, hereby notifies all Bidders that it will affirmatively insure that in any
contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be
afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.
The award of this contract will be contingent upon the Contractor satisfying ANY DBE/WBE requirements.

All documents required for bidding purposes may be obtained from Engineering Xcellence with Kris Riemann
& Associates, PLLC. located at 3103 5th Avenue, Suite B, Gulfport, Mississippi 39501 upon payment of $100.00
for each set of hard copy plans and specifications, which will not be refunded. Digital copies of plans and
specifications may also be obtained from the City of Vicksburg City Clerk’s Office located on the 2nd Floor of
City Hall at 1401 Walnut Street, Post Office Box 150, Vicksburg, Mississippi 39180 and Engineering Xcellence
with Kris Riemann & Associates, PLLC at No Cost. Plans and Specifications will also be available at
www.centralbidding.com at their rates.
Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety
Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid
price, payable to the City of Vicksburg as bid security. Bidders shall also submit a current financial statement, if
requested by the City. The successful bidder will be required to furnish a Performance Bond and a Payment
Bond each in the amount of one hundred percent (100%) of the contract amount.
The proposal and contract documents shall be submitted in a sealed envelope, marked “Replacement of
Water Meters Project 2024 AMI Meter Parts” and deposited with City of Vicksburg City Clerk’s Office
located on the 2nd Floor of City Hall at 1401 Walnut Street, Post Office Box 150, Vicksburg, Mississippi 39180,
or shall be submitted at www.centralbidding.com prior to the hour and date designated above.

The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after
the designated bid opening time. Bids may be delivered in person to the City Clerk’s Office prior to the bid
opening at the time, date and location listed above.

received by the end of business 5:00 p.m. CST, Monday, January 12, 2026. Please carbon copy City of
Vicksburg Public Works Project Manager Joshua Burris on any submission. His email address is
jburris@vicksburg.org or by mail to 1080 Army Navy Drive, Vicksburg, Mississippi 29180. Questions submitted
after this date will not be considered. Bidders shall provide an email address or fax number to direct the
consolidated “question and answer” document. Answers will be provided in writing and transmitted via email
or fax to all prospective bidders who are known to have requested and received a copy of the bid package.
Only answers transmitted in this manner will be considered official and valid. No negotiations, decisions, or
actions shall be initiated by any bidder as a result of any verbal discussion.
For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of
sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid
submitted by a nonresident contractor which does not include the nonresident contractor’s current state law
pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for
award. If no such law exists in the non-resident contractor’s state, then the non-resident contractor may
provide a statement to that effect.

An optional Pre-Bid Conference Meeting will be held at 10:00 a.m., January 7 , 2026, online utilizing

access code: 720-511-797. The purpose of the Pre-bid meeting is to allow potential bidders an opportunity to
present questions to staff and obtain clarification of the procurement requirements. This meeting is for all
those who have received a package. Please contract Kris Riemann, Engineering Xcellence, at
kris@engineeringxcellence.com to ask for additional personnel to be on the conference call invite list.
Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Under the Davis-Bacon and Related Acts (DBRA), all contracts awarded under EPA assistance agreements
(grants) in excess of $100,000 that involve the employment of mechanics or laborers require contractors and
subcontractors to comply with the overtime provisions of the Contract Wage Hours and Safety Standards Act
(CWHSSA) at 40 U.S.C. 3702 and 3704, as supplemented by Department of Labor regulations in 29 CFR Part 5
and 2 CFR 200 Appendix II(E). By accepting a contract, you agree to comply with the requirements of CWHSSA
and the DBRA Requirements for Contractors Under EPA Grants.
These requirements do not apply to the purchases of supplies or materials or articles ordinarily available on
the open market, or contracts for transportation or transmission of intelligence. For the purposes of this
provision, the terms “laborers and mechanics” include watchpersons and guards.
The project will be awarded to the lowest and best proposer. However, the City of Vicksburg reserves the right
to accept or reject any or all proposals or to waive any informality or irregularities in the bids received.
The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race,
creed, color, age, sex, national origin or handicap.
No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.
Direct contact with any City employee, GRC Commissioners, including Administration and Board of Mayor
and Aldermen, on the subject of this proposal is strictly forbidden. Violation of this paragraph will result in
disqualification of your submission.
