TITLE: REPLACE GENERATORS, CHPP, EIELSON AIR FORCE BASE, ALASKA (EIE488)
8(a) Competitive Set-Aside

Project Information:
This is a pre-solicitation notice for a Design-Build 8(a) Competive Request for Proposal (RFP) to replace generators at the CHPP on Eielson Airforce Base. The project will require the contractor to design and replace the existing four 1,500 kW standby generators and associated electrical equipment that provide primary power to the Eielson Air Force Base (EAFB) Power Plant Building B6203. The two bulk fuel storage tanks are to remain but are required to be inspected and a status report provided, detailing any concerns, issues and deficiencies. The bulk fuel tank fuel gauge equipment is not functioning and must be replaced. The signage for the generators and bulk fuel storage tanks must be replaced. Contractor must maintain a minimum of 4,500kW (standby rated) power and 4,095kW (Prime rated) power available for the site and power plant from April 15th through September 15th. The contractor must maintain a minimum of 3,000kW (standby rated) power and 2,730kW (Prime rated) power available for the site and power plant from May 1st to July 31st. All other times of the year the contractor is not allowed to shut down a generator. 30-day notification of anticipated electrical shutdowns are required. The contractor must provide construction phasing plan, schedule, and assumptions in the Engineering Considerations and Instructions for Field Personnel (ECIFP) Report and within the design drawings and specifications. The estimated dollar magnitude of this project is anticipated between $15,000,000 and $20,000,000. The performance period will be approximately 1095 calendar days. The procurement will be conducted using source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation.
All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/). Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an Offeror ineligible for award.
Anticipated NTP: 15 October 2025 with a 1095 calendar-day period of performance; the Davis Bacon Act will apply.
