Notice of Intent for Use of a Brand Name - Tesla Solar (Photovoltaic – PV) Shingle

Notice of Intent for use of brand name or equal descriptions to meet requirements under section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328) as referenced in DFARS 206.302-1(c)(2).

SPECIAL NOTICE: The U.S. Army Corps of Engineers - Engineering Research and Development Center (USACE - ERDC), Construction Engineer Research Laboratory (CERL) will be soliciting for proposals to replace asphalt shingles to photovoltaic (PV) also known as 'solar' shingles on a historical single-story building at Fort Riley, Kansas.

The work of this contract is to replace the existing building asphalt shingles with solar (PV) shingles and associated monitoring systems with the following performance and appearance characteristics required:

1. Solar Shingles manufactured in the U.S.A.


2. Tile Warranty: Greater than 20-years


3. Power Warranty: Greater than 20-years


4. Weatherization Warranty: Greater than 20-years


5. Energy Efficient: Equal of greater than 17%


6. Hail, Wind and Fire Resistant
   
   
   
   1. Hail: Class IV impact rated
   
   
   2. Wind resistant up to 90-mph
   
   
   3. Fire: Class A rated
   
   
   
   


7. The solar shingles must mimic the slate tile shingles that were originally installed on the building when built.

Brand name, Tesla, offers a PV shingle that meets the criteria list above. Due to this reason, the government intends to solicit this procurement on a Brand Name basis for Tesla branded photovoltaic solar shingles to be used in the replacement of the asphalt shingles.

This is not a request for proposal and in no way obligates the Government to award any contract as a result of this Notice of Intent. However, if any interested party believes that they can meet the above criteria, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party has a product that can perform the requirement described herein. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Compatible product(s) must comply with Provision 52.225-12. Notice of Buy American Requirement-Construction Materials Under Trade Agreements, and Clause 52.225-11, Buy American-Construction Materials under Trade Agreements.

This is not a small business set aside.
