Clerk’s Office, 200 Forrest Street, Post Office Box 1898, Hattiesburg, MS 39403-1898. Bids received

after the stated time will be returned unopened.

The work is generally described as follows:

Base Bid: Construction of new taxilanes for future hangar development within the airport. Work includes

construction of asphalt taxilanes with necessary utilities such as water, sewer, and drainage

improvements.

Additive Bid Alternate No. 1: Alternate bid includes replacing the asphalt paving section in the Base Bid

with a concrete paving section for the taxilanes.

The contract time is 150 calendar days for the Base Bid with no additional time for Alternate No. 1

subject to the restrictions shown in the phasing schedule. Liquidated damages will be assessed for each

calendar day thereafter as shown in the Contract Documents.

A pre-bid conference is planned for this project on Thursday, November 19, 2025 at 10:00 AM at the

Terminal Building at the Hattiesburg Bobby L Chain Municipal Airport, 29 Academy Dr,

Hattiesburg, MS 39401. It is strongly recommended that prospective bidders attend the pre-bid

conference. A site visit will take place immediately following the pre-bid conference.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with

the provisions of the State of Mississippi. Contractors submitting a written sealed bid must indicate their

current Mississippi Certificate of Responsibility number on the outside of the sealed envelope

containing their Bid as well as on their Bid. If the Bid is being submitted electronically through the

Online Plan Room, the Mississippi Certificate of Responsibility number must be included as an

attachment with the electronic bid submittal as well as on their Bid. To be considered, a bid for this

project must be either sealed, and have clearly written on the face of the envelope the following:

“Sealed bid enclosed for Hattiesburg Bobby L Chain Municipal Airport – Construct Taxilane,

Mississippi Transportation Commission, Strategic Multi-Model Investment Fund, Project No.

SMIFA-0031-0124 to be opened 10:00 AM, December 4, 2025” or if submitted electronically

through the Online Plan Room, the first page of an electronically submitted bid must state the same

language as required on the face of the sealed envelope.

Bidder’s attention is invited to the Instructions to Bidders relative to pre-award.

Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the

amount of 5% of the Bid. The successful bidder will be required to execute the standard form of

Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond,

within 10 days after formal award of the contract. If the bid is being submitted electronically, originals

of the bid bond, signed or countersigned by a Mississippi Resident Agent, with Power of Attorney

attached, a cashier’s check or certified check for five (5%) percent of bid, payable to the Owner must be

delivered to the City of Hattiesburg, MS within two business days of the bid opening time and date.

The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90

calendar days after the scheduled closing time for receiving bids.

agency reporting requirements for the project. The successful bidder shall be required to meet the

requirements of each agency as described in the Contract Documents.

The attention of bidders is directed to the Contract Provisions governing selection and employment of

labor. Minimum wage rates have been predetermined by the Secretary of Labor and are subject to Public

Law 87- 58-1, Work Hours Act of 1962, as set forth in the Contract Provisions.

The City of Hattiesburg, MS in accordance with the provisions of Title VI of the Civil Rights Act of

1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders

that it will affirmatively ensure that any contract entered into pursuant to this advertisement,

disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response

to this invitation and will not be discriminated against on the grounds of race, color, or national

origin in consideration for an award.

Award of contract is also subject to certain Federal provisions, including, but not limited to, the following:

DOT Regulation 49 CFR Part 30-Foreign Trade Restriction;

The project, if awarded, will be awarded to one bidder submitting the lowest best bid that is responsive

and responsible subject to MDOT concurrence in order of the Owner’s preference listed below for the

following scenarios based on maximizing without exceeding the available funding:

1. The sum of Base Bid Schedule plus Additive Bid Alternate No. 1

2. The sum of Base Bid Schedule

The City of Hattiesburg, MS reserves the right to reject any and all bids and to waive any informalities or

irregularities in the bids received.
