Subject: Notice of Intent to Award a Sole-Source Task Order for White Sands Intelligent Scheduling and Decision Optimization Management (WISDOM) System Support

Description:

Army Contracting Command – Rock Island (ACC-RI), on behalf of the White Sands Test Center (WSTC) and Test Resource Management Center (TRMC), intends to award a sole-source task order under the Salesforce Enterprise Contract (EC) IDIQ, Contract No. W519TC26DA009, to Computable Insights LLC, a wholly owned subsidiary of Salesforce, Inc., for professional services supporting the White Sands Intelligent Scheduling and Decision Optimization Management (WISDOM) system.

The proposed task order will support discovery, architecture, and initial pilot/minimum viable product (MVP) activities for WISDOM, an AI-enabled enterprise scheduling and decision-support capability intended to modernize legacy scheduling processes at White Sands Missile Range. The effort includes support for scheduling workflow modernization, customer portal capability, conflict notification, reporting/dashboard functionality, and associated implementation planning.

The proposed contract action will be awarded on a sole-source basis pursuant to FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Government market research determined that although multiple vendors provide general Salesforce implementation support, only Salesforce Professional Services, through the existing Salesforce EC IDIQ, possesses the OEM-level access, proprietary tools, internal engineering coordination, and platform authority necessary to perform the required discovery and architectural design effort without unacceptable performance, cost, or schedule risk. The Government’s market research further identified Computable Insights LLC / Salesforce as the acceptable source for this requirement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. However, all responsible sources who believe they can meet the full scope of this requirement may submit a capability statement, which shall be considered by the agency. Information received will be considered solely for the purpose of market research. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
