This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 effective 10/01/2025. The Caribbean VA Healthcare System and Orlando VA Healthcare System is seeking to procure Thyroid Cancer Molecular Test, as defined in the Statement of Work (SOW). This will be a Base and Four (4) 12-month options. This requirement is solicited as a Service-Disabled Veteran Owned Small Business (SVOSB) set-aside.

All offerors must be verified in the U.S. Small Business Administration Page, https://veterans.certify.sba.gov/, and must be registered in System for Award Management (SAM) at https://www.sam.gov to be considered for an award of a federal contract registered in the record must be complete and not missing elements such as representations and certifications. Amendments to the RFQ will be posted to this website only. All Offerors must obtain amendments at this website; hard copies will not be mailed. The contractor must ensure that we receive the proposal on time; NO late proposals will be accepted/ considered.
The associated North American Industrial Classification System (NAICS) code for this procurement is 621511 with a small business size standard of $41.5M. The FSC/PSC is 6640.

The Government will evaluate all quotations using the Comparative Evaluation process outlined in FAR 13.106-2, A comparative evaluation process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. See E.1 52.212-1 Instructions to Quoters and E.2 52.212-2 Evaluation of Quotes for more information.

All quotations for this solicitation shall be submitted no later than 01/20/2026 at 4:00 PM EST. Please submit all responses to the Contracting Officer, Yolanda Glover, at yolanda.glover@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(c).
