Project Description: Sealed Bids will be received electronically via the PennBid portal by the Chester Water Authority until 2:00 P.M., prevailing time, Wednesday, January 14, 2026. A summary of bid results will subsequently be posted on PennBid by the posting agency.

A pre-bid conference will be held at 10:00 A.M., prevailing time, December 2, 2025, at the Chester Water Authority’s Susquehanna Pump Station located approximately a half mile south of 101 Peach Bottom Rd, Peach Bottom, PA 17563. Self-guided site tours will take place following the pre-bid conference. Due to limited parking at the site, contractors are requested to limit the amount of vehicles being used to transport to the meeting.
Attendance at the pre-bid conference is encouraged but not required.
Questions from Bidders present at the pre-bid conference will be accepted until 4:00 P.M., prevailing time, on January 2, 2026. Questions shall be submitted in writing through the “Ask a Question” feature in PennBid.
Each Bid must be accompanied by Bid security in the form of a Bid bond (in the required form), or certified check, for ten percent (10%) of the Bid total.
After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders.
Bids shall remain open for a period of sixty (60) days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids.
The Contract will be subject to the prevailing minimum wage determination established by the Department of Labor and Industry of the Commonwealth of Pennsylvania.
The Chester Water Authority hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
