NOTICE TO BIDDERS
Notice is hereby given that sealed or electronic bids will be received by the Jackson County Utility
Authority, Jackson County, Mississippi until 10:00 a.m. (local time), on the 3rd day of March,
2026. All bids will be publicly opened and read aloud at 10:00 a.m., following the close of the Bid
Period. Any bid received after closing time will be returned unopened. Proposals may be modified
or withdrawn at any time prior to the time set for opening bids.
WHOLESALE WATER METERING CONNECTION TO GULF PARK ESTATES,
OCEAN BEACH ESTATES, AND PALMETTO POINTE AREAS
Contractors have the option of submitting their bids sealed in an envelope or electronically through
www.centralbidding.com. If a sealed envelope bid is submitted by mail, the address of the Jackson
County Utility Authority office, is 1225 Jackson Avenue, Pascagoula, MS 39567 and may be
delivered by mail or hand delivered until 10:00 a.m., March 3, 2026.
Sealed bid envelopes shall be marked “SEALED BID FOR JACKSON COUNTY UTILITY
AUTHORITY–WHOLESALE WATER METERING CONNECTION TO GULF PARK
ESTATES, OCEAN BEACH ESTATES, AND PALMETTO POINTE AREAS TO BE
OPENED AT 10:00 AM, the 3rd of March, 2026” and if any envelope is not so marked, any bid
contained therein will not be considered.
All bid envelopes should contain the bidder’s name and mailing address on the face of the
envelope. The bid shall also contain the bidder’s Certificate of Responsibility number on the
outside of the envelope or statement that bid inside does not exceed $50,000 failing which, said
bid shall not be opened or considered. Bids must be accompanied by a satisfactory Bid Bond
payable to the Jackson County Utility Authority in an amount of five percent (5%) of the total
bid, duly executed by Bidder and an acceptable surety.
When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain
the same information and forms as required for the paper bids. Electronic bids must be secured
with a bid bond. When submitting a bid electronically, the authorized signature may be a hand-
written blue ink signature or be an electronic signature. When bids are submitted electronically,
the requirement for including a certificate of responsibility, or a statement that the bid enclosed
does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be
deemed in compliance by including the same information as an attachment with the electronic
bid submittal.

The Jackson County Utility Authority reserves the right to reject any or all bids not conforming
to the intent and purpose of the specifications, and to postpone the award of the Contract for a
period of time which, however, shall not extend beyond 90 days from the bid opening date.
