DESCRIPTION OF PROJECT
The Idaho Department of Lands, Mica Supervisory Area’s regional facility, located in Coeur d’Alene,
Idaho, has been experiencing multiple failures with the mechanical systems in their administrative
office.
The administrative office (approximately 26,540 s.f.) is comprised of two wings that are connected by a
central corridor. The original wing was built in 1998 (approximately 13,726 s.f.) with a VAV
mechanical system, and the addition wing was built in 2019 (approximately 12,814 s.f.) with a VRF
mechanical system. Both systems have had ongoing issues.
The scope of this project will include investigations of the existing systems, and design and construction
for either repairing or replacing the mechanical systems to provide fully functional systems to the office.

REQUIRED SERVICES
The State of Idaho, through the Division of Public Works, is requesting proposals for Design-Build services
for DPW #26501:IDL_ Mica Supervisory Area Office HVAC System Replacement. A total project budget
has been established at $1,295,000 to include the following: existing system commissioning and
functionality testing, architectural and engineering fees, consulting fees, testing fees, necessary permits, all
construction cost, TAB, commissioning, reimbursable cost, contingencies, and any other project related
expenses.
All members of the Design-Build Team (Architect, Engineers, Consultants, and General contractor and
Subcontractors) shall be licensed to work in the State of Idaho for their specific disciplines at the time of
the submittal. The Team shall be familiar with all Idaho state statutes, and Idaho codes.
The construction documents are to be completed within 3 months of the contract award. Bi-monthly design
meetings will be required to meet with the Design-Build team, DPW Project Manager and IDL staff, for
the purpose of providing a verbal report regarding the previous two week’s progress and anticipated
activities for the next two weeks. The Design-Build Team will advise the group on projected project cost,
related value engineering if needed, and critical path schedules.
The Design-Build Team must keep in mind that during all phases, code compliance, energy efficiency,
sustainability measures and building maintenance concerns shall be incorporated into the project.
The Design-Builder’s scope of work will include, at a minimum:
1. Pre-construction project planning including: existing system commissioning and functionality
testing, the preparation of a schedule, preliminary cost estimate and value engineering measures.
2. Preparation of construction documents including architectural, mechanical, plumbing and
electrical plans and specifications based on owner’s criteria, to be reviewed by the Agency, DPW,

and all authorities having jurisdiction, including but not limited to, the State of Idaho Division of
Building Safety and Office of the State Fire Marshal. The final plans should at a minimum
include: a code study addressing penetration of fire rated walls; plan configuration; dimensions;
details including mechanical, electrical, and plumbing design to include all fixtures, systems,
equipment, required calculations, energy and performance data, systems review, coordination and
integration into all utilities and controls.
3. The Design-Build Team will be required to upload all documents to DPW’s Owner’s web-based
project management system, Projectmates. Documents may include, but are not limited to meeting
minutes, sketches, diagrams, existing system analysis, design phase submittals including drawings
and project manuals, photographs relevant to the project, construction submittals, field reports,
schedules, cost estimates, ASI’s, RFI’s, close out documents, warranties, etc.
4. A compete construction schedule and cost estimate will be required following the Design Phase for
final Owner approval prior to proceeding to the Construction Phase. This estimate, when approved,
will become the Guaranteed Max Price (GMP) of the construction contract.
5. Develop all necessary materials and make a minimum of one (1) presentation to the Permanent
Building Fund Advisory Council (PBFAC).
6. Securing all building and trade permits for construction through the State of Idaho Division of
Building Safety.
7. Construction and construction administration by the Builder as well as the Architect/Engineers of
Record. Construction administration will also include conferences, weekly site observations and
progress meetings with the Agency and DPW.
8. All work shall be in accordance with currently adopted building, fire, accessibility, and energy
codes.
9. Development and refinement of cost estimates and project schedules throughout the design phase.
10. Project Closeout, establishment of warranties, guarantees and owner training.
QUALIFICATION STATEMENT CONTENT

contractor, the Architect-of-record, and the Plumbing, Mechanical, and Electrical Engineers of
record.
a. Provide company’s age, size, location, and general information.

B. Specific Team Member Qualifications: Maximum eight (8) pages; twenty-two (22) points

1. Provide a one-page resume with specific qualifications for each team member expected to
accomplish the work (points allocated below). Each resume should include the individual’s
education, training, certifications, or other qualifications which show the person’s ability to
complete projects of this scope and/or type. Were applicable provide Idaho license type and
number. Provide up to 5 examples of similar work completed in the past ten years. Include the
location, and the current phase of design or construction.
a. Design-Builder/General Contractor (Project Manager, Superintendent, etc): Maximum

b. Architect of Record: Maximum two (3) points
c. Mechanical Engineer: Maximum two (3) points

1. To assist reviewers in their evaluation of submittals, it is preferable for submittals to follow the
format of the headings (A-C) listed above. Proposals should be clear and concise. Emphasis
should be placed on specific qualifications of the people who will actually perform the work.
2. All content should be contained in the submittal. No external means of information (i.e. brochures
or QR codes) will be considered.
3. Submittals must include the name of the team’s primary contact, phone number, and email address
on the cover letter. Failure to provide this information may result in the proposal being
nonresponsive.
SUBMITTAL
Submit five (5) copies of the submittal; include one USB drive containing a PDF of the submittal.
EVALUATION, FINAL RANKING, INTERVIEW PROCESS
A selection committee consisting of two (2) representatives from DPW, two (2) representatives from
Department of Lands, and an independent Design Builder will evaluate and rank the firms deemed to be
the most highly qualified to perform the required services.
The ranking process is accomplished in two steps: 70 points for the Initial Ranking based on the written
submittal, and 30 points for a Final Ranking based on an interview. The selection committee will score the
written submittals based on the criteria in the Qualification Statement Content and up to three (3) teams
will be invited for an interview. The scores will be based on the tables below.
