The General Services Administration (GSA), Public Buildings Service (PBS), is seeking a qualified contractor for construction services for the Gate 7 Parking Garage at the St. Elizabeths West Campus in Southeast Washington, DC.

GSA anticipates awarding a single Firm-Fixed-Price construction contract for the new construction of the Gate 7 Parking Garage and associated site, utility, security, stormwater, landscape, and infrastructure improvements. The project will support the operational needs of the U.S. Department of Homeland Security (DHS) at the St. Elizabeths West Campus.

This acquisition is for construction services only. The project design is being completed separately by GSA’s Architect of Record, ZGF. The construction solicitation is based on Issued for Construction drawings, specifications, and related contract documents.

The work to be performed under the terms of this contract includes, but is not limited to, furnishing all management, supervision, subcontractors, labor, materials, supplies, tools, equipment, coordination, quality control, testing, inspections, commissioning support, and closeout documentation necessary to construct the Gate 7 Parking Garage in accordance with the contract documents.

The project includes construction of a new multi-level parking garage with associated surface parking, access and screening infrastructure, and related campus improvements. The anticipated scope includes, but is not limited to:

• Site development, clearing, grading, excavation, and civil infrastructure improvements


• Utility relocations, extensions, tie-ins, and connections


• Substructure construction, including foundations, slab-on-grade, excavation support, waterproofing, and retaining walls


• Parking garage structure, including structural framing, parking decks, ramps, stairs, elevators, roof assemblies, and related structural components


• Mechanically ventilated parking garage systems, including ventilation equipment, shafts, ductwork, louvers or openings, controls, electrical power, life-safety interfaces, testing, balancing, and commissioning support


• Exterior façade and building envelope construction, including a classical architectural brick façade with openings


• Exterior doors, windows, louvers, waterproofing, sealants, flashings, and related envelope components


• Mechanical, electrical, plumbing, fire protection, fire alarm, emergency communications, lighting, controls, IT, telecommunications, electronic security, access control, CCTV, parking guidance, and related systems


• Physical security elements, including vehicle barriers, bollards, gates, credentialing areas, and screening-related infrastructure


• Roadway, shuttle, pedestrian circulation, hardscape, landscape, site lighting, signage, and related site improvements


• Stormwater management facilities, erosion and sediment control, and environmental protection measures


• Testing, inspections, commissioning support, training, warranties, as-built documentation, BIM/COBie deliverables where applicable, and project closeout

The Gate 7 Parking Garage will be constructed within the active St. Elizabeths West Campus, a high-security federal campus and National Historic Landmark. The contractor will be required to coordinate construction activities with ongoing campus operations, security requirements, occupied facilities, existing utilities, shuttle operations, adjacent work, traffic and access impacts, and protection of historic and environmental resources. The contractor may also be required to coordinate with District of Columbia agencies or authorities, as applicable, for traffic control, haul routes, public space, utility, roadway, permit, or other construction-related requirements.

All work shall conform to applicable GSA requirements, the 2026 PBS Core Building Standards, contract drawings and specifications, campus security requirements, applicable codes and standards, and project-specific requirements.

The estimated cost range for construction is between $120,000,000.00 and $160,000,000.00.

The intended project delivery method is a Phased Acquisition procurement using a Two-Phase Construction Concept.

AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor SAM.gov for the release of any amendments.

BONDING: A bid bond is required in Phase 2 as well as payment and performance bonds after award.

SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation.

FUNDS AVAILABILITY: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government arises until award of the contract.

ELIGIBLE OFFERORS: All responsible business firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at SAM.gov for registering their firm and completing representations and certifications.
