Description
IT Concepts is hereby awarded a bridge contract under contract number 36C10G25C0010 on a sole-source basis for Enterprise Standardization Informatics Pipeline services. This requirement will avoid a gap in service while the IHT 2.0 contract finalizes its award. This requirement will provide Scaled Agile Framework (SAFe®) services that spread across numerous activities concurrently, including Basic Services, Specifying Overarching Program Management Activities, Enterprise Standardization Informatics. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, Authorized or required by statue The applicable statute is Public Law 109-261: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 U.S.C 8127(c) and VAAR 819.7008.
