A. Incorporate Questions and Answers v.2 as Attachment 8



B. Added Hannah Foster hannah.foster.3@us.af.mil as a point of contact to 52.212-1--Instructions to Offerors--Commercial Items.



NOTICE: The Questions and Answers attachment has been updated to v.2 to remove the incumbent contractor’s contact information. Interested parties are instructed to discontinue inquiries with the incumbent contractor regarding TUPE. This is a post-award procedure exclusive to a contract awardee. For TUPE information as it pertains to the pre-award of this contract, see PWS 4.13. TRANSFER OF UNDERTAKINGS (PROTECTION OF EMPLOYMENT) REGULATIONS 2006 (TUPE).

AMENDMENT 0002 - The following changes have been made:



SITE VISIT: A site visit will be held on 26 March 2026 commencing at 1:00PM GMT and ending at approximately 4:00PM GMT. The Site visit will include travel to the Knights Table, followed by the Hot Pit and ending at the Gateway Dining Facilities. Offerors planning to attend shall submit the name and contact information of attendees (maximum of 3) to TSgt Roman Pavlovich roman.pavlovich@us.af.mil and MSgt Kenneth Schleckser kenneth.schleckser@us.af.mil NO LATER THAN TUESDAY 24 MARCH 2026, 2:00 PM GMT. Attendees will enter Lakenheath Gate 8 and proceed to Building 5900 for processing of Visitor Passes beginning at 12:00PM GMT. Attendees must have valid photo identification (driver's license/passport) for entry and are subject to background check.





AMENDMENT 0001 - The following changes have been made:



1. Response Due Date and Time changed to 10 April 2026 at 2:00PM on the SF1449 (was 25 March at 4:00PM).



2. Revised Attachment 1 PWS now dated 12MAR26, (Administrative corrections are made to Appendix A. CLIN 0006).





This is a solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.



The solicitation FA558726Q0007, is issued as a request for quotation (RFQ).



A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.



The associated NAICS code is 722310. FA558726Q0007 is solicited for Full and Open Competition and without set aside.



A list of line item numbers, quantities, and units of measure is identified in the SF 1449.



The Government is seeking a qualified provider to perform Dining Facility (DFAC) Mess Attendant and Cook Services in accordance with Attachment 1- Performance Work Statement and the SF 1449.



Dates and places of performance is identified in Attachment 1- SF1449, Section F- Deliveries or performance schedules.



The provision at 52.212-1, Instructions to Offerers-Commercial Products and Commercial Services, applies to this acquisition. See Page 31 of the SF 1449 for Instructions to Offerors.



The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria is identified in the SF1449. See Page 36 of the SF 1449 for Evaluation criteria.



The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.



There are no additional contract requirements or terms and conditions other than those listed in the PWS and SF1449.



The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
