This Sources Sought Notice is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation, as the solicitation is not available at this time. This IS NOT a Request for Offerors or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach.

This is a Sources Sought Announcement for planning purposes only. Market research is being conducted to determine if there are businesses with the requisite capabilities and experience to perform the required work. In addition, this market research is to determine if there are respondents that qualify under one or more socio-economic indicators, including but not limited to, small business, woman-owned business, Women Owned Small business (WOSB), Economically Disadvantaged Women Owned Small business (EDWOSB), Veteran Owned Small business, Service Disabled Veteran Owned Small business, SBA Certified Small Disadvantaged business, SBA Certified 8(a) Firm, SBA Certified HUBZone Firm.

The U.S. General Services Administration (GSA) anticipates procuring the services of multiple contractors to perform Flexible Coworking Services, either as shared co-working spaces (Standard coworking spaces where an organization shares the space with other individuals and organizations) or private co-working spaces (Coworking spaces where a certain area (floor, section, private offices with locks) is dedicated to a single organization for federal agencies looking to occupy a coworking space with other federal or private sector employees. It is the intention of GSA to award a multiple contractor, Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

Description of Services:

The firm shall be able to provide flexible coworking space nationwide. The firm shall have an online booking system where Government employees can quickly select a workspace from an online system and/or from a mobile phone application. In addition to having access to both private and shared offices and workstations, Government employees should be able to utilize a meeting room on an hourly or daily basis. The space should be able, if necessary, to be segregated from certain parts of the vendor’s general operations, or at times operate autonomously. The firm shall provide management for each location. Management duties include, but are not limited to providing, uninterrupted internet, office support, oversight for the online booking platform, monthly usage reports to GSA, and billing based on actual usage. Specific management services may vary per location and are subject to localized requirements and offerings. Management does not include IT support for government furnished equipment.

Commercial contracting approaches from RFO Part 12 apply to these requirements.
