at which time the bids will be publicly open and read in the Office of Procurement. The City of Springfield invites all interested, qualified persons or firms capable of providing the requested services, to submit bids to enter into an agreement to provide fueling depot renovation at 70 Tapley St, Springfield, MA 01104. Bid documents can be requested through the City’s website; https://www.springfield-ma.gov/cos/ beginning on November 5, 2025. This bid falls under M.G.L. Ch. 30§39M and other procurement statutes.
Project consists of installation of underground storage tanks and construction of a new canopy, installation of two fuel dispensers, a DEF tank and a dispenser for DEF, and, after new system is operational, demolition of the old system. Estimated value of the contract is approximately $1,750,000.00.
It is strongly encouraged to attend a site visit on November 13, 2025 at 10:00 AM on site. All questions regarding this bid or its specifications must be made in writing and received by the Office of Procurement no later than November 14, 2025 (nwalker@springfieldcityhall.com) in order to be considered. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. MA DLS Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
