Summary of Changes - 0002 (19 Dec 2024):

a. To respond to questions received during the stated period that concluded on 18 December 2024, 1400

CET.

Q1: Could you organize a site visit appointment?

A1: Yes, the site visit shall occur on 09 January 2025 at 1030. For more information about the site visit, please reference Sections A and L.

Q2: Since most Germany companies do not work between Christmas and January 6th, could you rethink your offer deadline?

A2: Yes, the deadline for the Solicitation has been extended from 09 January 2025 to 23 January 2025.

Q3: Does the hard copy documents need to be submitted via mail earlier than the deadline or if we have to bring them at the Bid Opening on the time states?

A3: If you plan to attend the bid opening on 23 January at 14:00 Local Time, you can bring your offer with you. There is no requirement to have the documents earlier so long as we have them in our possession no later than the date and time stated.

Q4: I cannot find the quantities for the new items 003BQ & 006AA. Would you please tell me where I can find them in today's amendment.

A4: Attachment II of the solicitation is the price schedule which contains all the quantities of the specification items, including 003BQ and 006AA. The amendment 0001 only provides the missing specification items for the two items in question, but the input blocks for both were already in the original price schedule.

b. To amend Sections A and L to add information about the site visit. The site visit shall occur on 09 January 2025 at 1030.

c. To amend the solicitation closing date from 09 January 2025 to 23 January 2025.

d. To amend the Contract/Delivery Period from 15 February 2025 - 14 February 2030 to 05 March 2025 - 04 March 2030.

e. This amendment is subject to clause FAR 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999).

Summary of Changes - 0001 (16 Dec 2024):

a. Added specification items 003BQ and 006AA. Therefore, the current specification dated 24 June 2024 is replaced by revised specification dated 16 December 2024 (see 01_1 Addendum-Items for change).

b. Amended Section J of the solicitation to correct the date of the specification from 24 June 2024 is replaced by revised specification dated 16 December 2024.

c. Amended Sections A and L to add the instructional verbiage regarding the deadline for Questions from vendors. Both Sections are amended to add the following narrative:

Questions may be submitted to the Contracting Officer/Specialist at e-mail addresses: john.hohng.mil@army.mil and matthew.s.boals.civ@army.mil until 18 December 2024, 1400 CET. All questions will be consolidated and forwarded to the requiring activity for action. Once the answers are received from the requiring activity, an amendment will be issued.

d. The bid opening date and time of the solicitation remain unchanged: 09 January 2025, 14:00 hours CET.

e. This amendment is subject to clause FAR 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999).

2. You are further REQUIRED to submit the Price Schedules A through E on a

CD-Rom.

3. Please ensure that ALL 5 years include unit prices with ONLY 2 DIGITs

behind the decimal place to avoid rounding errors. Also check the "internal

background" values of your system.

(Bitte achten Sie unbedingt darauf, dass die Einheitspreise ALLER Jahre

NICHT MEHR ALS 2 STELLEN nach dem Komma beinhalten um Rundungsfehler zu

vermeiden. Ueberpruefen Sie auch was im "Hintergrund" ablaeuft.)

4. IMPORTANT NOTICE: We would like to make you aware of the inclusion of

the clauses FAR 52.229-12 in Section I and FAR 52.229-11 in Section K in

this solicitation and the requirement to submit Form W-14 with the offer.

The clauses concern the imposition of a 2% Federal excise tax withholding on

payment request. Additional information is provided in the attached

documents: “Notice to 52.229-11+52.229-12+W-14”, “W-14 Form”, “W-14

Form-SAMPLE with fill-ins”.

(WICHTIGE MITTEILUNG: Wir moechten Sie hiermit auf die Aufnahme der

Klauseln FAR 52.229-12 in Sektion I und FAR 52.229-11 in Sektion K in dieser

Ausschreibung, sowie auf die Anforderung, das Formular W-14 zusammen mit dem

Angebot einzureichen, aufmerksam machen. Diese Klauseln betreffen die

Erhebung einer Bundesverbrauchssteuer in Hoehe von 2 % auf alle sich daraus

ergebenden Zahlungsantraege. Weitere Informationen sind in den beigefügten
