Summary

The COUNTY wishes to proceed with design of surface facilities necessary to collect surface water, treat that water to meet regulatory requirements, and route water to the existing aquifer storage and recovery (ASR) and the managed aquifer recharge (MAR) well, with a potential bypass to directly feed the treated water to the North County Reclaimed Water System (NCRWS). Of note, construction of the MAR well will be ongoing during the beginning stages of this project and should completed in 2027.



Background

Demands in the NCRWS periodically exceed the available supply by as much as 12 million gallons per day (MGD) and at times the supply from the William E. Dunn Water Reclamation Facility (WEDWRF) exceeds the demands in the system, resulting in discharges to off-site lake storage systems. Demands are expected to increase over the next several years without a significant increase in supply from the WEDWRF.

The COUNTY has a 30% Basis of Design Report which was completed by JonesEdmunds, and it has undergone a third-party review by RESPEC as a requirement of a SWFWMD Co-Funding Agreement, which the COUNTY has recently exited based on several considerations.

The COUNTY has also received the final permit to construct and test a Class V Group 2 Managed Aquifer Recharge (MAR-1) well at the Chesnut site. An Invitation to Bid was published and the COUNTY has selected a water well driller to begin construction in 2026 . Of note, construction of the MAR well will be ongoing during the beginning stages of this project and should completed in 2027.
