This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.603 – Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice and FAR Part 13 procedures. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, dated 03 January 2025.
Background: The USACE Institute for Water Resources (IWR), Hydrologic Engineering Center (HEC) produces a RSM River Mechanics Podcast. The intent of the podcast is to capture institutional wisdom and process insight of river-mechanics experts to collect and disseminate lessons learned over distinguished, multi-decadal, river-mechanics careers in a podcast format. River mechanics, sediment transport, and fluvial geomorphology are wisdom-based disciplines. Practitioners typically learn much more about these topics from conversations with senior subject matter experts than from manuals, conferences, or even classes. The RSM River Mechanics Podcast leverages innovative tech-transfer mechanisms to capture some of this institutional wisdom and deliver it to the sediment community. HEC seeks services to edit the podcast recordings.

Amendment 001 is to provide answers to questions and extend the due date and time for proposals to 28 March 2025.
Amendment 002 is to provide a link to audio samples with the lowest quality and an average quality along with a ReadMe instruction set. The Q&A document will not be amended. The link is as follows:

Amendment 003 reactivates the solicitation to provide correct evaluation factors and an amended PWS. The Combined Synopsis Solicitation and PWS dated 18 April 2025 supersede all previous versions. All offerors who are interested in submitting offers for this solicitation are require to submit offers. Offerors who previously submitted may confirm their previous offer remains unchanged. All offers will be evaluated based on the criteria in the Combined Synopsis Solicitation dated 18 April 2025. The questions and answers have been updated to reflect the changes to the amended PWS and Combined Synopsis Solicitation. Please see all attachments for additional information.
