Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.



Solicitation number 71117PR260000080 is issued as a request for quotation (RFQ) for USCG Kotzebue Buoy Placement and Operations. The NAICS Code is 561790.



This acquisition is set-aside for small business concerns. The small business size standard is $47M per annum. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.



USCG Base Kodiak, Kodiak, AK, has a requirement for USCG Kotzebue Buoy Placement and Operations in accordance with the attached Statement of Work. The base period of performance will be from 15 Aug 2026 through 31 May 2027, with four (4) one-year option periods. If all options are exercised, the period of performance will expire 31 May 2031.

Solicitation Instruction Addenda is:



Offeror shall provide a technical capability section, with no more than 5 pages, that clearly describes the offeror’s capability to perform the government’s requirement. To be found technically acceptable, at a minimum, the offeror must demonstrate:




  1. Capability to successfully provide all services identified in the SOW, particularly expert knowledge of the navigational area

  2. Capability to respond to unplanned and emergency support for this requirement within a 48-hour time period.



Offeror shall provide a firm-fixed price to perform the entire effort identified in the SOW using the following structure:



CLIN 0001 Base Period, Period of Performance (POP) 15 Aug 2026 – 31 May 2027 $Base Period Cost



CLIN 0002 Option Year 1: POP 1 Jun 2027 – 31 May 2028 $Option 1 Cost



CLIN 0003 Option Year 2: POP 1 Jun 2027 – 31 May 2028 $Option 2 Cost



CLIN 0004 Option Year 3: POP 1 Jun 2027 – 31 May 2028 $Option 3 Cost

To be found technically acceptable, offerors must clearly:
