REQUEST FOR PROPOSALS
I. INTRODUCTION
A. General Information
The City of Monticello (City) is requesting proposals from qualified firms for an insurance
agent to manage the city’s property/casualty and related coverage. Workers’ compensation
and health insurance will not be part of the responsibilities. The city expects to select an agent
who will serve the city for a three-year period beginning in 2026 with an option to continue.
To be considered, send an electronic proposal to the Finance Director at
sarah.rathlisberger@monticellomn.gov no later than 4:00pm on Friday, February 27, 2026.
Proposers are solely responsible for delivering their proposals to the city before the
deadline. Any proposal received after the deadline will not be considered.
The City reserves the right without prejudice to reject any or all proposals submitted. During
the evaluation process, the City reserves the right, where it may serve the City’s best interest,
to request additional information or clarifications from proposers, or to allow corrections of
errors or omissions. Firms may be requested to make oral presentations to the city as part of
the final evaluation process.
There is no expressed or implied obligation for the City to reimburse responding firms for any
expenses incurred in preparing proposals in response to this request. The City of Monticello
shall not be liable for any expenses incurred by the applicant including but not limited to
expenses associated with the preparation of the proposal, attendance at presentations,
preparation of a compensation schedule or final agreement negotiations.
The City reserves the right to retain all proposals submitted and to use any ideas in a proposal
regardless of whether that proposal is selected. Submission of a proposal indicates acceptance
by the firm of the conditions contained in this request for proposals, unless clearly and
specifically noted in the proposal submitted.
B. Term of Engagement
A 3-year agreement with an option to continue is proposed, subject to an annual review by the
city. It is anticipated the city will request proposals every 3-5 years. In the event of
unsatisfactory performance, or when in the best interest of the city, proposals may be solicited
before the end of the 3-year period.
C. Subcontracting
No subcontracting will be allowed without the express prior written consent of the City.
II. DESCRIPTION OF THE CITY OF MONTICELLO
The City of Monticello was organized as a municipality in 1856. Monticello is located approximately
45 miles northwest of the Minneapolis-St. Paul metropolitan area along the I-94 corridor in Wright
County. Monticello's population is estimated at 15,464 and the city encompasses an area of
approximately 9 square miles.
The city is categorized as a 501(a) entity by IRS Code and operates under the “Optional Plan A”
form of government as defined in Minnesota Statutes. Under this plan, the government of the city
is directed by a city council composed of an elected mayor and four elected city council members.
The city council exercises legislative authority and determines all matters of policy. The city council
appoints personnel responsible for the proper administration of all affairs relating to the city.
Council members serve four-year terms, with two members elected every two years. The mayor is
elected for a two-year term. The mayor and members of the city council are elected at large.

III. NATURE OF SERVICES REQUIRED
A. Scope of Work to be Performed
1. Advise and assist the City in assembling and accurately reporting underwriting data,
including updating property values, for rating purposes.
2. Advise and assist the city in evaluating and selecting among coverage alternatives such as
deductibles, limits, optional coverages, alternative coverage forms, etc.
3. Assist in managing, tracking, and ensuring coverage is secured for insurable assets, such as
buildings, mobile property, and automobiles.
4. Coordinate the gathering of information needed to complete the renewal application and
assist in completing the renewal application.
5. Provide assistance with questions about coverage and premium calculations.
6. Assist in ensuring contractual insurance requirements are being met.
7. Review coverage documents and invoices to ensure coverage has been correctly issued
and billed.
8. Advise the City on potential gaps or overlaps in coverages.
9. Assist the City as requested in submitting claims and interpreting coverage as applied to
particular claims.
10. Assist with the LMCIT appraisal process.
11. Assist in managing and securing certificates of insurance.
12. Other responsibilities as requested by the city.
B. Additional Services
Additional services are not anticipated but can be performed as allowed and desired upon
mutual consent and agreement of compensation between the City and selected firm.
IV. PROPOSAL REQUIREMENTS
A. Inquiries

B. Detailed Proposal
1. General Requirements
Submitters shall provide:
1. The identity of each person who will be supplying services to the city and a
description of his or her experience and the insurance licenses he or she holds.
2. A brief history of the agency, including but not limited to size, specialty areas, and a
description of the firm’s experience working with municipal clients.
3. The name and telephone number of three client references.
4. A description of any conflicts or potential or perceived conflicts of interest that would
arise from providing services to the city.

5. A detailed description of any and all commissions, fees, costs, expenses, and other
charges being proposed.
6. A description of the amount and type of errors and omissions coverage carried by the
agency.
The proposal should not contain non-applicable promotional materials and should include
only that information that is intended to address the information requested in the RFP.
V. EVALUATION PROCEDURES
A. Evaluation Criteria
Proposals will be evaluated on technical expertise and experience, service capabilities, and
cost-effectiveness.
Fees should be provided by item and rate as applicable and should equal the total all-inclusive
maximum price proposed. A description of the proposer’s billing process should be included.
Cost will not be the only factor the review committee will use to evaluate proposing firms.
B. Oral Presentations
During the evaluation process, the City may, at its discretion, request any or all firms to make
oral presentations. Such presentations will provide firms with an opportunity to answer any
questions the city may have regarding a firm’s proposal. Not all firms may be asked to make
such oral presentations.
C. Final Selection
The City intends to select a firm based upon the recommendation of City staff. It is anticipated
formal approval from the Council will not be required.
D. Right to Reject Proposals
Submission of a proposal indicates acceptance by the firm of the conditions contained in this
request for proposal unless clearly and specifically noted in the proposal submitted and
confirmed in the contract between the City and the firm selected. As noted earlier, the City
reserves the right to reject any and all proposals, waive all technicalities and accept any
proposal deemed to be in the city’s best interest.
