This is a pre-solicitation notice of a proposed contract action issued in accordance with FAR 5.204 and FAR Part 12 – Acquisition of Commercial Items. This is not a solicitation or invitation for offerors to submit bids.
The Federal Bureau of Prisons (FBOP), located at 320 First St. NW, Washington DC, anticipates issuance of solicitation 15BPCC25Q00000025 for a single award of a firm-fixed price (FFP) requirements contract for Brand Name Pyxis Automated Medication Dispensing Machines, manufactured by BD (Becton, Dickinson and Company), licenses and maintenance and support. This is in accordance with FAR 6.103-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, specifically FAR 6.103-1(d) – Brand name description. The machines will be utilized at 121 institutions throughout the United States. A Justification and Approval for Other than Full and Open Competition is being prepared and will be posted with the solicitation.
The performance period will be October 1, 2025-September 30, 2030.
This procurement will be 100 percent set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) with a corresponding size standard of 1,000 employees. The NAICS code for this requirement is 339112 – Surgical and Medical Instrument Manufacturing.
A solicitation will be issued on or about September 4, 2025, and will be posted to SAM.gov, with an estimated closing date of September 18, 2025, with an award made on or about September 30, 2025. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active Sam.gov vendor registration for access. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action.
IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. To qualify for the award, your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above. You must be registered in SAM as a small business for the above NAICS code (reference FAR provision 52.219-1 in the Representations & Certifications section of your SAM registration).
Each offeror’s SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All offerors are urged to double check their SAM registration and update as necessary, including the size metrics information.
