Request for Information (RFI) – Professional Instructor Services for DoDEA-Pacific Journalism Conference



This Request for Information (RFI) is issued by the Department of Defense Education Activity – Pacific (DoDEA-Pacific) for the purpose of conducting market research in accordance with FAR Part 10. The Government is seeking capability statements from qualified industry professionals or vendors interested in providing instructional services in support of the annual DoDEA-Pacific Journalism Conference.



This is not a solicitation or request for proposal. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI.



The North American Industrial Classification System (NAICS) code is 611710, Educational Support Services, $24M.

The periods of performance (POP) for this effort include one 10-month base period plus four (4) 12-months options to extend the performance up to five (5) years as follows:




  • Base Period: 01 October 2025 TO 31 July 2026

  • Option Period One:01 August 2026 TO 31 July 2027

  • Option Period Two:01 August 2027 TO 31 July 2028

  • Option Period Three: 01 August 2028 TO 31 July 2029

  • Option Period Four: 01 August 2029 TO 31 July 2030



Background



DoDEA-Pacific hosts a yearly Journalism Conference designed to expose high school students across the Pacific region to real-world journalism, broadcasting, and media experiences. The event typically involves 80–120 students and is historically held at U.S. Army Garrison Yongsan, South Korea. Instruction is delivered over a four-day event occurring sometime between 1 October – 30 September.



Description of Services Needed



DoDEA-Pacific seeks three industry professionals to provide instructional services in the following areas:




  • Broadcast Journalism Production (including Pre/Post-Production Editing)

  • Yearbook Development

  • Newspaper Reporting and Layout



Professional instructors will lead hands-on instruction, provide mentorship, and guide students in the creation of a culminating project for presentation. Each instructor will also participate in judging student submissions and assist with set-up/breakdown of instructional environments.



Instruction is supported by DoDEA classroom teachers. Contractors must have:




  • Minimum 3 years of professional experience in the discipline.

  • Minimum 1 year of teaching experience (classroom, freelance, or conference-based).



Contractors are responsible for:




  • Travel to and from Seoul, South Korea (ICN or GMP airport)

  • Lodging (on-base option available at personal expense)

  • Providing and shipping their own teaching materials.

Interested parties are encouraged to submit a Capabilities Statement (no more than three (3) pages) that includes:




  • Company or individual name, address, and point of contact

  • Summary of relevant qualifications and experience

  • Description of teaching experience

  • Indication of which role(s) you can support (Broadcast, Yearbook, Newspaper)

  • Past performance examples or portfolio links (optional)

  • Estimated pricing or pricing structure (optional, for planning only)

Rodriguez Mileska.Rodriguez@dodea.edu no later than 16:00 Japan Standard Time (JST) on 15 MAY 2025. Vendor’s e-mail message shall state “JOURNALISM PROFESSIONAL-DODEA” in the subject line. Telephone calls regarding this RFI will not be accepted. Note: If a solicitation is released, it will be posted on SAM.gov.



Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is due to comply with the annual representations and certifications requirements.



Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) the Department of Defense Education Activity.
