Background
Alive & Thrive (A&T) is a global initiative improving the health and wellbeing of women, children, and
adolescents. From 2009 to 2014, A&T demonstrated that rapid improvements in infant and young child
feeding (IYCF) are possible in settings as diverse as Ethiopia, Bangladesh, and Viet Nam. In 2014, A&T
began working in Burkina Faso, India, Nigeria, and throughout the Southeast Asia region, expanding its
scope to include maternal and adolescent nutrition, and using agriculture and social protection programs
as delivery mechanisms for maternal, infant, and young child nutrition (MIYCN). Currently, A&T is
leveraging its robust network and knowledge base to strengthen systems and build capacity in these and
other countries across Africa and Asia, and disseminate innovations, tools, and lessons worldwide. A&T
initiative is managed by FHI 360 and funded by the Gates Foundation, Government of Ireland, UNICEF, the
World Bank, GIZ, the Australian Department of Foreign Affairs and Trade, and other development partners.
With support from GIZ and the Scaling Up Nutrition Civil Society Network (SUN CSN), A&T is advancing
climate-smart food systems transformation and promoting integrated social, maternity, and climate
protection for women farmers. This work includes implementing a global learning program on gender,
climate, and nutrition integration. The Global Learning Program on the Nutrition-Climate-Gender Nexus is
a year-long capacity strengthening initiative designed to support civil society organizations (CSOs) in
understanding and advancing integrated approaches to nutrition, climate resilience, and gender equality.
The program engages representatives from 13 countries through a combination of webinars, action
planning, peer learning, coaching, a Community of Practice (CoP), a learning visit, and small grants. The
program seeks to strengthen participants' knowledge, skills, networks, and ability to apply learning within
their respective country contexts.
FHI 360 will conduct an independent evaluation of the program. The evaluation will generate evidence on
the effectiveness of the learning model and identify lessons for future capacity strengthening initiatives on
the nutrition-climate-gender nexus.
Evaluation Purpose
The primary purpose of the evaluation is to generate practical evidence and lessons to inform
program learning, adaptive management, and future program design.
Specifically, the evaluation will:
* Assess the relevance and effectiveness of the learning program in strengthening civil society capacity
for nutrition-climate-gender nexus programming, applying relevant OECD DAC evaluation criteria
and complemented by additional analytical lenses, including the UN Women Gender Equality Lens
(power and inclusion), Climate Justice Lens (equity and vulnerability), Indigenous and Local
Knowledge Lens (cultural legitimacy), and Systems Change Lens (long-term transformation) as
appropriate.
* Examine how program components, including peer learning, the Community of Practice, coaching,
and small grants, contribute to translating learning into action among civil society, government,
and other stakeholders.
* Identify enabling factors and barriers contributing to or constraining implementation across
different country contexts.

* Generate recommendations to inform future program design, capacity-strengthening approaches,
and strategies for supporting meaningful civil society engagement and action across different
contexts.
The findings are intended to support program learning and decision-making among GIZ, program
partners, Scaling Up Nutrition Civil Society Alliances (SUN CSAs), and other stakeholders.
Evaluation Questions
The evaluation will seek to answer the following questions:
1. How did participation in the learning program contribute to civil society organizations' knowledge,
confidence, and readiness to design or implement nutrition-climate-gender nexus activities?
2. What enabling factors (including the small grants component) contributed to participants' ability to
apply learning, what barriers constrained this ability, and advance nexus activities, and how did
these factors vary across participant characteristics, organizational capacities, levels of
engagement, and country contexts?
3. How are participating civil society organizations playing in advancing nutrition-climate-gender
nexus agendas, and what policy opportunities, entry points, and partnership approaches have
supported or limited their engagement?
4. What constitutes successful engagement in the program and effective application of learning, and
what participant, organizational, and contextual factors appear to be associated with these
outcomes? What implications do these findings have for future participant selection, program
design, and support mechanisms?
Evaluation Scope
The evaluation will cover the full learning journey, including:
* Webinars and technical learning sessions
* Country context presentations
* Action planning activities
* The Community of Practice
* Coaching and mentorship support
* Learning visit activities
* Small grants
* Participant application of learning within their organizations and country contexts.
The evaluation will focus primarily on program participants and selected stakeholders who interacted
with, participated in, or were experienced the effects of program-supported activities.
Evaluation Approach
The evaluation will employ a mixed-methods approach, drawing on available program documentation,
monitoring data, surveys, and targeted qualitative inquiry. The evaluation team will review and/or refine
the program Theory of Change and assess the pathways through which program components are expected
to contribute to learning, application, organizational practice, and broader engagement.

The qualitative component may include key informant interviews and/or focus group discussions with a
purposive sample of program participants and relevant stakeholders, including government
representatives, SUN CSA focal points, and community stakeholders where appropriate.
Roles and Responsibilities

The selected evaluation team will serve as the independent evaluator and provide methodological
leadership, analysis, and reporting.
Responsibilities
Evaluation Design
* Review program documentation and available monitoring information.
* Refine the evaluation methodology and analytical framework.
* Develop an evaluation matrix linked to the evaluation questions.
* Develop qualitative data collection tools (e.g., interview and focus group discussion guides).
* Advise on stakeholder sampling and selection.
Data Collection
* Review program documents and monitoring data provided by FHI 360.
* Lead selected qualitative interviews and/or focus group discussions.
* Arrange interpretation or translation support, where needed.
* Review and analyze interview notes, transcripts, and survey findings.
Analysis
* Conduct qualitative and quantitative synthesis of available data.
* Assess findings against the evaluation questions and relevant OECD DAC criteria.
* Identify key lessons, good practices, and recommendations.
Reporting
* Prepare a brief inception note describing the evaluation approach.
* Prepare a draft evaluation report.
* Incorporate stakeholder feedback and finalize the evaluation report.
* Develop an executive summary and presentation of findings.
* Document stories of change demonstrating how learning from the program contributed to
organizational practice, partnerships, advocacy, or implementation at country level.
Dissemination
* Present key findings and recommendations during a virtual dissemination session.

FHI 360
FHI 360 will provide technical, administrative, and logistical support to facilitate the evaluation.
Responsibilities
Evaluation Management
* Serve as the primary liaison with the selected evaluation team.
* Coordinate communication with GIZ, SUN CSN, SUN CSAs, program partners, and participants.
* Provide overall management and oversight of the evaluation process.
Data Preparation
* Compile and organize program documents and monitoring information for review.
* Provide access to relevant datasets and program materials, including:
o Pre- and post-learning program surveys and assessment analysis
o Six-month tracer survey
o Country context presentations
o Program monitoring information
o Community of Practice records
o Action plans
o Small grant proposals and reports
o Program reports and learning products
Stakeholder Coordination
* Recommend potential interview and focus group participants, and facilitate access, with final
participant selection determined by the evaluation team.
* Schedule interviews and meetings.
* Facilitate introductions to program stakeholders.
Survey Administration
* Administer and manage the endline participant survey.
* Clean and organize survey data for analysis by the selected evaluation team.
Quality Assurance
* Review deliverables for factual accuracy.

Independence of the Evaluation
FHI 360 will provide information, context, and factual feedback but will not influence the evaluation findings,
conclusions, or recommendations. The selected evaluation team will maintain responsibility for all analytical
judgments and reporting.

Reporting Arrangements
The selected evaluation team will report to the designated FHI 360 evaluation focal point. FHI 360 will
coordinate review inputs from relevant stakeholders, including GIZ, SUN CSN, and program partners (as
appropriate), and provide consolidated feedback on draft deliverables.

Desired Expertise
The selected evaluation team should demonstrate:
* Experience conducting program evaluations using qualitative or mixed methods approach.
* Familiarity with OECD DAC evaluation criteria, complemented by additional analytical lenses,
including the UN Women Gender Equality Lens (power and inclusion), Climate Justice Lens (equity
and vulnerability), Indigenous and Local Knowledge Lens (cultural legitimacy), and Systems Change
Lens (long-term transformation).
* Experience evaluating capacity-strengthening, learning, or leadership development programs.
* Knowledge of civil society strengthening gender equality, nutrition, climate change, or related
development issues.
* Strong qualitative analysis and report-writing skills.
* Ability to generate practical recommendations for program improvement.
Expected Level of Effort
The evaluation is expected to be a focused, utilization-oriented assessment that leverages existing program
data and a targeted qualitative inquiry, rather than a comprehensive country-by-country evaluation. The
emphasis will be on generating actionable lessons and recommendations for program improvement and
future investment.
Submission Requirements
To be considered, bidders must provide the following:
1. Presentation of the organization/consultant: full name, address, email, telephone number, name of
the authorized representative, and a copy of the company's business license. Professional
references for at least three of the most recent and relevant projects should be provided.
2. A technical proposal including
* Understanding of the assignment and proposed methodology.
* Proposed evaluation framework/Theory of Change or contribution pathway.
* Proposed sampling and data collection approach, including quantitative and
qualitative methods.
* Approach to data analysis, triangulation, and assessment of contribution.
* Consideration of gender, equity, climate, and local knowledge.

* Key risks, limitations, and mitigation measures.
Proposed workplan, deliverables, and level of effort.
3. Team qualifications: CVs of proposed team members, including roles and level of effort, and
relevant experience in mixed-methods evaluation, capacity strengthening, and/or multi-country
development programs.
4. A financial proposal: A&T requests interested bidders to provide quotations with a detailed cost
breakdown. Quotation must include all associated costs including but not limited to fees and taxes,
etc. Bidders can use their own budget templates or FHI 360 budget template as attached. Please
include VAT in the price quote as FHI 360 is not VAT exempt.
Submission Instructions and Deadline
Responses to this RFP should be submitted to Procurementvietnam@fhi360.org by 5 PM Vietnam time on
Monday, October 5, 2026. Proposals received after this date and time may not be accepted and may
be considered non-responsive.
FHI 360 will acknowledge receipt of your submission by email. Proposals must be submitted in electronic
format using Microsoft Office-compatible software.
Any questions or requests for clarification need to be submitted in writing to
Procurementvietnam@fhi360.org by 5 PM Vietnam time on Thursday, September 24, 2026. Inquiries and
answers to inquiries will be shared with all applicants. No telephone inquiries will be answered.
All email correspondence should reference "Global Learning Program Evaluation" in the subject line.
Bidders may withdraw proposals by written notice via email received at any time before award. Proposals
may be withdrawn in person by a bidder or his/her authorized representative, if the representative's
identity is made known and the representative signs a receipt for the proposal before award.
FHI 360 may contact bidders to confirm contact person, address, quote amount and to confirm that the
proposal was submitted for this solicitation.
Evaluation Process and Criteria
Quotations will be evaluated and ranked by a committee according to the price quotation
information provided. Only bidders able to provide all the requirements listed above will be
considered.
Selection shall be based on the following weighted categories:
1. Financial: 30
2. Technical: 70 (Methodology - 40, Relevant experience - 15, Team - 10,
Ethics/data management - 5)
NOTE: FHI 360 will not compensate the company/consultant for its preparation of response to this RFP nor is
the issuing of this RFP a guarantee that FHI 360 will award a contract.
Contract Mechanism
FHI 360 anticipates issuing a firm fixed price contract to the responsive bidder or whose quote meets the
above requirements and offers a competitive price. Once an award is issued, it will include a fixed price
payment based on completion of the scope of work and verification of the quality and quantity of delivered
products.

Contract details and payment terms will be discussed in the final award documentation.
All prospective bidders must comply with the safeguarding policies of our organization. Any violations of
the policies may result in immediate contract termination without liability for the organization.
FHI 360 Disclaimers
This RFQ/RFP represents only a definition of the requirements. It is merely an invitation for submission of
quotes and does not legally obligate FHI 360 to accept any of the submitted quotes in whole or in part, nor
is FHI 360 obligated to select the lowest-priced quote. FHI 360 reserves the right to negotiate with any or
all vendors, both with respect to price, cost, and/scope of services. FHI 360 has no contractual obligations
with any vendors based upon the issuance of this RFQ/RFP. This is not an offer to contract. Only the
execution of a written award shall obligate FHI 360 in accordance with the terms and conditions contained
in such an award.
* Proposals received become the property of FHI 360.
* FHI 360 may cancel the solicitation and not award.
* FHI 360 may reject any or all responses received.
* Issuance of solicitation does not constitute award commitment by FHI 360.
* FHI 360 reserves the right to disqualify any proposal based on the bidder's failure to follow
solicitation instructions.
* FHI 360 will not compensate bidders for responses to this solicitation.
* FHI 360 reserves the right to issue an award based on initial evaluation of proposals without
further discussion.
* FHI 360 may choose to award only part of the activities in the solicitation or issue multiple
awards based on the solicitation activities.
* FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to
award determination to promote competition.
* FHI 360 may request from short-listed bidders a second or third round of either oral presentation
or written response to a more specific and detailed scope of work that is based on a general scope
of work in the original RFQ/RFP.
* FHI 360 has the right to rescind an RFQ/RFP or rescind an award prior to the signing of an award
due to any unforeseen changes in the direction of FHI 360's client, be it funding or programmatic.
* FHI 360 will be contacting all bidders to confirm contact person, address, and that quote was
submitted for this solicitation.
* FHI 360 may perform a background check on any selected Consultant candidates.
